I would agree that India has been ranked higher than many countries with better standards of living.
Part of the reason is that we are very business/money minded, and don't really care about aesthetics until we reach upper middle class status. We care more about income, till that point.
So you have well to do people living in broken down buildings, driving cheap cars, not spending any personal money on cleanliness, etc.
We don't largely care about improving public spaces either.
