Very right but now its also time that the State should provide protection to the public and stern action against the wrongdoers so that public should not have any hesitation to come forward and condemn and stop such incidents in future

It is such actions that put a black mark at your nation's image. I think more civic education needs to be spread in these regions. Despicable act. I won't be surprised if these 'men' would be running and hiding in their homes the moment a Taliban comes even if alone.
Such people should be charged for first degree assault and be sentenced to intensive penal servitude for 15 years at least at the local quarries.

Bull$hit water dispute. This guy was obviously pissed at his daughter being involved in a relation with someone of lesser economic background or standing. Or simply being involved in a relation, period. That really gets to their nerves, don't it? It's highly plausible, considering the culture they live in. The only way the lad would have had an affair with his daughter is if she was consenting to it. Maybe he should look into that more than parlaying his imbecile conduct for the world to view. Then again, the powerful can get away with it - that's why they do it. The age old adage: power corrupts, and absolute power corrupts absolutely. Ideally, the government should permanently strip this sh!tbag of all his land/property/wealth, and make him work amongst the poor farmers for a considerable amount of time, so they can give him a good taste of his own medicine.
And apparently they did all this at gun point, so that would explain the commoners' timidity. Not much the poor can do in the moment unless they can be sure the state will back them up later on in some way. It is the psychology of the people that is damaged here. They practically live in a besieged mentality. If they try to do something, high chance is they risk finding themselves in the grave sooner or later. Why take that risk if they are not sure what it's about, whether their interference against these powerful people will be legitimate or not, how long they will be alive for after that, and whether the state will give a $hit about it after they have sacrificed themselves?

I think an immediate move towards a solution will be the automatic arrest of all involved like in the early 90's when there were a lot of "exploding stoves" wherein allegedly the daughters in law got burned by exploding gas stoves whereas the rumor was dowry disputes were the real cause. In these cases, automatically police FIRs had to be registered in all such incidences.
In the case of these incidents, all alleged offenders involved should be hauled away to the provincial capital and imprisoned until convicted and punishment.

CHIEF Justice of Lahore High Court Khwaja Muhammad Sharif on Monday took suo motu notice of an incident of disgrace of a woman and her daughter by 14 persons in a small town near Meer Wala. The chief justice directed the Muzaffargarh district police officer to appear before the court on July 7 to describe the facts and action taken by police.
The CJ remarked, “It is constitutional duty of the state to protect the sanctity of life, liberty and property of citizens. Islam commands special emphasis for the honour, dignity and respect of womenfolk. This gory incident has made a mockery of the state law, putting the grace and honour of a family in a quagmire.” The chief justice also directed the Punjab advocate general to ensure compliance of his order and appear in the court to assist it regarding the matter. The CJ took notice on a news report which said that 14 people allegedly stripped naked a woman Allah Wasai (50) and her daughter Ashraf Mai (14) and thrashed them in presence of a number of people in Shehr-Sultan, a town near Meer Wala, when they were on their way to fields.
