Do you realise how many years the Iraqis purchased weapons from the Soviets for? You can't just simply say stop, when you've entered into contracts for purchasing, servicing, add-ons etc over the years. Also at the time there was no need for him to buy US weapons, as the Soviets produced hardware supposedly to the equivalent standards the US was.

Lot of Americans weapons are way superior to Soviet weapons. You are telling me that Iraq would not purchase them from USA

USA cannot defend countries from internal meltdowns. There is nothing USA can do to prevent Pakistan's disintegration in 1971. You can add South Vietnam to the list. You can add Shah of Iran and Marcos to the list. We are in Afghanistan because of 9/11. Afghanistan was never an ally of USA.

I wanted to add - pakistanis make it sound like Afghanistan was the only proxy war during the Cold War. There were proxy wars in Cambodia, Angola, Mozambique, Nicaragua and Ethiopia. All of them were resolved amicably despite American "abandonment". To the degree Afghanistan was a mess after 1990. Pakistani can look into the mirror and blame their military & intelligence establishments.
