given we go abroad and spend money there, than VN shall allow casinos. Not only to keep money at home, but lure foreigners to come to VN for gambling. VN can learn how to build and manage casinos from Singapore and Macau. Gambling is really a big business, just see Macau for instance. VN will benefit from the money flow. Real challenge is to keep balance between money and moral.
