Its true, you cant be certain the device will work, if it hasn't been tested, but Supercomputers are being used everyday by the superpowers to test components of devices, to ensure their arsenals are still viable

Now, this is dependent on having a proven design, and just maintaining the components of that device that is known to work.

but both sides are still building up the raw materials for these types of devices. This would lead us to belive, even if they don't know they have workable designs, they are taking their chances, and both sides are gleaning as much as they can from open sources as they can.
Agreed! But that method of testing requires cutting edge supercomputers. For Pakistan, China could probably be helping you out here.

Pakistan should play down this hype of "third largest" arsenal; its counter productive ... just be vague and say its minimal needs

it only draws undue attention (as all the Indians in this thread "cheering" Pakistan on demonstrate)

best to leave it as ambiguous as possible, like Israel
quality matters more after a certain number threshold, then quantity
and survivable, deliverable, and keeping command and control viable during a possibly shooting war are more important

Pakistan doesn't need to be put in a use um or lose um situation

its pointless to target "every" city (or the whole city to be more specific)
the point of these weapons are a deterrent, not only from external aggressors, but from idiotic acts by those possessing them

for all the huff and puff these weapons convey, they are a sobering reminders to our own leaders to not say too much, as not to invite the cross hairs off the world, as Iran's anti-western rallies during Friday sermons do

God forbid any nation is too stupid to want to use these weapons, but if push came to shove, the only targets that would hold sway in the minds of the enemy, as shown in the cold war, are the industries, command and control, and especially the neighborhoods where the political, military, and economic elites and their families live.

During the Cuban missile crisis of 1962, political leaders, who's families lived in Georgetown and other such neighborhood sought to evacuate them to safer places, as they knew targeting the families of the political elites would care more weight, then just targeting all cities equally (this was a time the soviets only had a handful of ICBM in the soviet union, and a few missiles with a range long enough to reach Washington)

Delhi (for example):
1. Military Command and Control facilities
2. Air bases
3. military logistics

if it gets to the heinous level of population strikes (God Forbid)
- Central Delhi (Aurangzeb Road, Akbar Road, Golf Links, Jor bagh, Khan Market, the areas around India Gate and Connaught Place, Chanakyapuri)
- South Delhi (New Friends Colony and Maharani Bagh, Defence Colony, Panchsheel, Hauz Khas, Vasant Kunj)
Sainik Farms, South Extension, Jor Bagh, and Gurgaon
-The Area of Amrita Shergill Marg in Delhi is where Sunil Bharti Mittal (major industralist) lives, ...

a similar list from among India's top 10-12 cities, and you can see how focused strikes would cripple a nation without wiping out the maximum number of people (the same vulnerability, if not more so, applies to Pakistan)

Ignore the Slums and middle and working class areas, after major strikes, caring for these areas would be a whole burden in an of itself

A new paper by two American think tanks titled “A Normal Nuclear Pakistan” argues that Pakistan could have the third-biggest nuclear stockpile within a decade and could end up producing 20 nuclear warheads annually.

Furthermore, the report, co-written by two scholars of the Carnegie Endowment for International Peace and the Stimson Center, notes that Islamabad is successfully competing with – and likely outperforming – New Delhi in the build-up of its nuclear arsenal.

“Pakistan operates four plutonium production reactors; India operates one. Pakistan has the capability to produce perhaps 20 nuclear warheads annually; India appears to be producing about five warheads annually,” the report states.

Pakistan is estimated to possess around 120 nuclear weapons against India’s 100. However, “Whether New Delhi chooses to compete more intensely or not, it is a losing proposition for Pakistan to sustain, let alone expand, its current infrastructure to produce greater numbers of nuclear weapons and their means of delivery,” the study finds.

The authors use the U.S.-Soviet nuclear arms race, which was partially responsible for bankrupting the Soviet Union, as a historical analogy. “Just as the Soviet Union’s large nuclear arsenal was of no help whatsoever for its manifold economic and societal weaknesses, Pakistan’s nuclear weapons do not address its internal challenges,” the study emphasizes.

The study also finds that while India enjoys an advantage in the production of fissile material due to its large power and prototype fast-breeder reactors, Pakistan dedicates more fissile material to the production of nuclear weapons:

In terms of total stockpiles of plutonium and HEU [highly enriched uranium] for nuclear weapons, India has about 600 kilograms of plutonium, while Pakistan has about 170 kilograms of plutonium and 3.1 metric tons of HEU. Assuming that each nuclear weapon would require five kilograms of plutonium or 15 kilograms of HEU, with existing stockpiles of fissile material India could theoretically construct up to 120 weapons, while Pakistan could construct up to 240.

Overall, however, India has a larger stockpile of plutonium than Pakistan, which will be an advantage for New Delhi in the long-run:

Plutonium is in most respects more desirable than HEU as a material for nuclear weapons, given that less of it is required for an equivalently powerful fission bomb, which makes plutonium warheads lighter and more suitable for delivery by ballistic missile.

Due to the larger amount of fissile material dedicated to the production of nuclear weapons, Islamabad could “have a nuclear arsenal not only twice the size of India’s but also larger than those of the United Kingdom, China, and France, giving it the third-largest arsenal behind the United States and Russia,” the authors argue. “Many observers have concluded that Pakistan’s rate of fissile material production (and assumed construction of nuclear weapons) gives it the fastest-growing nuclear weapons stockpile.”

Within ten years Pakistan could field 350 nuclear weapons, the report notes. According to Mansoor Ahmed, a nuclear expert at Quaid-i-Azam University in Islamabad, quoted in the Washington Post, that figure is inflated. He argues that the more likely number is between 40 to 50.

“This report is overblown. However… what the world must understand is that nuclear weapons are part of Pakistan’s belief system. It’s a culture that has been built up over the years because [nuclear weapons] have provided a credible deterrence against external aggression,” he says.

Pakistan doctrine seems to be situation dependent and split on three levels; tactical, operational, and strategic

one would assume it means, if overwhelmed with tactical thrusts in one sector, it would be met with a nuclear response to push back that limit thrust

Pakistan's doctrine is actually just copying the NATO strategy for countering soviet tank thrusts into western Europe through the FULDA Gap

Pakistan is not, and can not be the Third Largest
it will run out of uranium ore soon, probably in about 5-10 more years

India already has more fissile material, plutonium that just needs to be reprocessed today, then Pakistan can hope to make with what limit raw material it has

this is why Pakistan is rapidly developing as much fissile material it can, and then look to negotiate some balance on the subcontinent

and while India probably has fewer ready to go weapons, all it has to do is tell its scientist we want 100 more by next year from the stocks of fissile material

I think India shall retaliate by Tactical Nuke on Pakistan's Military and Nuclear establishment.

pakistan should hav a nuclear device for every mohalla, so that they can use it against their opponent, be it the next city or mohalla.
