Everything goes in steps, when ISF was still busy in Mosul Abadi didn't say anything about KRG expansion operations in Nineveh as it would not be in our interests to divert the attention and give the KRG a reason to be an obstacle to the ISF during those times. Now all of that is retaken, Hawija is retaken leaving a few small villages in Kirkuk provinces which will be treated within a week possibly.
However he will not take an aggressive stance as in being an aggressor versus the Peshmerga, this is why he is calling for joint Kurdish-ISF military administration of Kirkuk and Nineveh plains where Baghdad has the final authority. This is fully legal under Iraqi law as those area's fall outside of KRG jurisdiction, moving ISF troops there is also a legal move which no one could protest as Abadi is not calling for the ISF to remove the Peshmerga there but rather to station themselves there. We both know the KRG would like to meet such a move with opposition, that might make them the aggressor which would only benefit us, even if it escalates we hold more power militarily. The longer this waits, the better for us as well as we're receiving heavy arms in the near future (T-90's, CH-5 UCAV, more F-16's etc.) whist the Pesh gets nothing and is declining financially.
I think we will see ISF/PMU deployed in those area's without even military escalation, the KRG would lose too much in that situation and the Peshmerga would lose its image of being a strong capable force, they do not possess the arms, resources and experience of the ISF despite all of the propaganda.
Also Saudi told Russia that Iraq's unity is important, Russia has some thoughts about supporting the KRG for energy deals, but seems like that is out of question now as well with all important players having the same stance.
