Why Rajapaksa is good for economy

I know what you're trying to say but my knowledge of internal politics of Sri Lanka is quite low when compared to you. What I value in MR is stability so before I answer I should gather some knowledge. At the same time it's not fair to ignore the improvements in infrastructure. My father visited Sri Lanka few months ago and he noticed the huge difference in Colombo alone. For instance, from the pictures of ordinary places, it's clear that Colombo has gotten a lot more cleaner which we should appreciate.
No one here is saying there is no infrastructure developments, i acknowledge it. My point is apart from infra structure development there has been no attempt to develop any industry in SL and conituous wastages and corruption would make it impossible for SL to go ahead like this.

Lets assume you have not much money no proper job that is while you have problems in your family. As an example. Now you are in debt. But you take more and more loans but instead of investing the money you loaned in revenue generation and other business ventures you are wasting your money on costly and unneccassary things. And assume your problems in family is getting worsened and it is becoming a public shame. Then can you survive in the long run? That simple logic applies to SL.

My point is MR is not making SL strong to face the threats it faces and not only that weakens its positition.

You said you have no internal affairs knowledge like you do. Then think for a moment why i am saying like this. May be I foresee a danger that many fail to see. Why cant you answer the points i raise and simply live on roads and bridges built?

Obviously you are unaware of how the country is run. You should read more.
However as you have mentioned earlier, gov. has the power to act against them but it is not practical enough. These white collar criminals don’t leave many loop holes to allow them to be prosecuted.
Your suggestion for the non-cooperation of CECB engineers’ is rather foolish one. First there aren’t many EE in the army to man the entire work CECB engineer’s do. Second even then the army EE’s don’t have the experience or through knowledge to run the entire operation. Therefore even if your suggestion was used it will take months to get the main electrical grid online. Imagine months without electricity. Moreover my assumptions are based on the fact that CECB EE’s won’t damage the equipment on the power plants. If that’s the case it will take more time than earlier predicted.
Of course you are the one aware and the one who reads a lot. It is just because you lack the grey matter to understand what you read.
The reason that you talk of this electrical engineers mafia is for the sole purpose of safeguarding politicians. You have no brain to think for yourself.
The army units can take care in case of an emergency. If what you say is true that is an emergency situation. DO you think CECB electrical engineers are the only engineers in this country? There are many private power firms, every year EEs enter the industry in hundreds.

MR could imprison the CJ of this country on silly charges in front of the whole world and are you saying MR is powerless infront of some two cents EEs ? why have him in the first place then?
If GOSL cannot take action against some EEs because country would go dark if they do, then it is an untwritten license for the EE to do any corruption. But that is not how the system is made and even if we drag the wrong doers to the courts, CECB can still function might be with little hiccups. Who do you think people are to bring such a stupid argument? Do you think others are silly like you to accept such a stupid reasoning wholesale?

I do not know what exactly happened. But we can suspect that the above reason was the obvious cause for the break down. IMHO I do not believe that our Engineers’ are stupid enough to not to know how to operate coal power plants.
It does not matter whether engineers are stupid or whether they do not know to operate power plants. The point is power plant’s machinery and their components are faulty. Bought a power plant not working with huge amount of money at huge interest at the expense of tax payer.
And for your information, an engineer even a very experienced one can be ignorant of how a new plant operate. People who has not been to a factory would not realize that. Engineers and its operators need training from manufacturers to operate a particular plant or machinery, especially when it is new. (the first coal power plant in SL )
The main reason for the high energy cost in SL is that we use diesel for majority of our energy production. The diesel plants are under the mafia’s control. That is why they won’t allow any other cheap method to produce energy.

The fact is this government does not have any idea about having a robust energy management plan even though they spend millions on other wastages. There have been many investigations done on SL’s ability to use renewable energy and a proper energy management, but these are not priorities for government.
I don’t have sources. But if Noroccholai was worked fine it would’ve introduced 900KW of power to the national grid despite the seasons of monsoon, therefore a stable power supply unlike the hydro power. It is because that the fluctuations in hydro power plants due to rain that we have to employ diesel power plants to supply the energy consumed by more than 90% of the country 24/7.
The hydro power plants were the only source of electricity in this country in 90. And yes hydro power generation is subject to variations in an year. But SL is a country with a high rainfall, so hydro is clearly an option.
And the problem is Norochcholai has NOT worked fine.

Don’t talk about deforestation. Mahaweli project was initially planned for 30 year period. But the politicos hurried it to within 5 years. I highly doubt that there was sufficient environmental studies were done before the accelerated Mahaweli.
Anyone can doubt the feasibility analysis of mahaweli project but the real fact is Mahaweli has provided us electricity without continuous breakdowns and without being a loss on national economy. You saying norochcholai is not a failure given it has seen 12 breakdowns in the first 3 years while Mahaweli has provided a lot for national economy.
I think you did not realize my point when I said deforestation. The deforestation in the hills mainly for vegetable cultivations has resulted in soil erosion where the soil has precipitated in the large reservoirs in a large scale. So the reservoirs are not at full capacity.
Indeed the coal power plants have problems nowadays. Noroccholai should’ve started in early 1990s. But it wasn’t done. For that we are paying the prize. And don’t talk about the balance of diesel and hydro power. You can’t balance it. When there is no rain hydro power generation goes down then you have to use diesel power to compensate that; vice versa for the rainy season.
Norochcholai should have started earlier, it is a reasonable statement. But one should not go into hasty decisions and agreements and screw the whole energy sector because of stupidity. Not having powerplants at all is better than having power plants that doesnot run and cause huge losses. Because in former you stay dark and in latter you stay dark paying a price.
The corruption and wastage was there in this government. There is no shame in hiding that. But what mattered is the MR gov. stance on the national issue. It hasn’t wavered an inch. No other party in SL has the same stance.
What is MR gover’s stance on national issue? No devolution?
It has wavered a lot my friend. You were here chest thumping MR won’t bring 13A but now the situation is different! It hasn’t wavered any inch, it has wavered many Kms.
Economy
Sri Lanka is now a middle level income country. We stand high in many social and economic indicators. (Way ahead than our neighbors) We have sustained more than 7% of economic growth.
We are not ahead than our neighbours, India and BD have achieved economic growth and a GDP SL can only dream of.
SL became a middle income country and our economic statistics are subject to manipulation by CB. Just talk to a management guy in CB. Our calculations of inflation are wrong.
The statistics of people below poverty line is 40% in SL. While countries like Ind and BD have improved their quality of life and reduced poverty we have come backwards. The malnutrition among children is rising and 1 in 3 children is malnourished. This is the real SL.
When poor fellows in SL live by boiling pumpkin we pay for the politicians to have ham, bakon, buriyani in parliament at ridiculously low prices.
SL will lead social indicators for now because we started at a good standing, but if the situation prevails like this we will lose the race.
National question
SL has finished the war during the MR period. We have stood up to various foreign powers. We have not yield to the Tamil demands of separate state. We have not even yield to the TNA plea of full restoration of 13A.
Yeah we stood up to many powers and won the war. That is 5 years ago. It does not justify the rampant corruption and wastages by this government. Of course we have not yield to a separate state and that was how it is for 30 years. And also we should maintain conditions that does not help the seperatists. MR is doing the exact opposite. That is the problem.
MR helps the separatists and LTTE.
And TNA does not want proper implementation of 13A. Actually TNA wants the failure of the 13A. The simple truth you people fail to comprehend.
Foreign relations
We have the backing of two permanent members of the UNSC. Indo-SL ties has grown exceptionally well. We have good relationship with our Asian neighbors. Only sang is we lost the Europe and US. That has to be considered as collateral damage.
Where were the two countries when SL is facing a UN investigation? Gover could not stop it ne. Government was saying that there never will be a UN investigation but finally we have it.

Ind-SL ties have not grown in such a manner. It reached its peak during 2009 war and SLG did not maintain the favorable indian position. If you want I will talk about in elakiri.
SL cannot have good relationship with india unless 13A is fully implemented. That is the real truth no matter modi or manmohan is the PM. And SLG is screwing the indian relations by allowing Chinese nuke subs in SL. That is a violation of indo-SL agreement where SL has promised not to support anti indian activities in SL soil and in return India will never support eelam and stand for united SL. For the first time after 87 this stupid gover violated it. Internal stability
Country is enjoying a relative peace and internal stability after 30 years of war.

UN accuses SLG of not providing safety to minorties and war crimes and this fellow MR lets a rabid racist like BBS to operate freely. That is when SL is under UN focus. How stupid is that?

Law and Order
It is functioning as before.
What is before? 18th amendment was not there before. UPFA PS members rape children and women and go scott free. The law does not take place regarding gover members. Recently a policeman was sacked and his car was burnt because he issued a speed ticket to a minister’s vehicle.
SL’s law and order has not been good (if you want to take a hint at JR) but it has declined steadily where each regime is worse than the previous one. So no it is not the same as before.
And why should we stay same as before? Doesn’t your blood boil when rapists, robbers go scot free after having done maximum damage to this country and its people?
I don’t know about Sethu Samudram what is your suggestion that we do? Beg India not to do it?
We don’t beg that is not how countries operate. SLG could have maintained conditions that prevent such a scenario.

Norochcholai issue

Which mafia are you talking about? Is it the coal mafia or the electrical engineers mafia?

1. Norochcholai is a bad construction that is why even govern institutions are now complaining that the relevant foreign company has not done the construction properly. So there is no reason for you to defend a failed construction which is admitted by gover institutions and its people.

2. The plant has experienced 12 breakdowns since commissioning.

3. The reason it was failed and why we the consumers have to bear the cost of the failure is because of improper agreement and not seeking expert advice when preparing the agreements.

a. This is the first power plant project in a foreign country by this company, so why government go for it, raises reasonable questions. (similar to project with Krish company)
b. The construction was done by using loans and the money was loaned at a massive interest rates. So we gave a project to a new company and paying it taking loans under extremely high rates.
c. The construction has only two year period warranty. Even when buying a phone from a simple mobile shop would give you a 1 year warranty and the registered distributor would give a 10 year warranty. Therefore a warranty of 2 years for a 850 m dollar (budgeted not actual) that too a coal power plant (first time in SL) is unthinkable. Because of this blunder we now pay the foreign company for maintenance and repairing during breakdowns in the substandard product they gave us.

4. The cost of commissioning when it breaks down is 26 million $.
5. Not only we paid 850million $ loaned under massive rates but has to bear an extra loss of 6.5 billion rupees due to buying power from private firms.
6. The CEB states that the Lakvijaya power plant does not have a proper safe shut down system that is usually in place in other coal plants.
7. The first malfunction was in the cooling system
8. The plant also failed last month due to a rupture in the steam supply tubes in the boiler economizer forcing the CEB to impose three-hour power cuts for four days in certain parts of the country.
9. The company, (CMEC), which built the power plant, has been accused of using substandard equipment and certain sections of the power station have even started to corrode due to the lack of a proper anti-corrosive system
10. CEB Deputy Chairman, Anura Wijeypala, who is an engineer by profession explained that the contractor was assigned to get the machinery and equipment required for the plant according to the agreement between the governmens. “Therefore, tenders were not called as usual and CMEC gave sub contracts and got down the machinery and equipment for the project,” he said
11. As the construction of the first phase is not satisfactory, at least gover could have made the issues sorted out before the company start the second phase and pay another 455m
12. Defective valves in the fire fighting valves
13. The engineers and operatives were not properly trained on the operation of the company and worse all the manuals of the plant is in Chinese J
The so-called engineers mafia you are referring to is a small issue in a project that faced far many other issues. The real issue is in the choice of the construction company and the agreements signed by the government.


The EE mafia that is electrical engineers mafia you are referring to is twofold.
1. Electrical engineers are not the real professionals who should get involved in such a power plant project. They are needed but they don’t have the expertise to indulge in energy projects mainly because they are not trained in that field. It is the energy engineers (or chemical engineers or mechanical engineers) who should get involved in such projects. Electrical engineers sideline mechanical engineers thinking they will lose their opportunity.
2. After the continuous breakdowns in Norochcholai, CEB bought power from private energy companies at extremely high rates. For example CEB bought power from a company called Fiat at 47 SLR per unit. That is due to breakdowns of a plant that promised to make electricity at 8 SLR. See the difference and CEB pay massive amounts to private firms and we have to foot the bill. So continuous breakdowns in CEB plants became a good opportunity for private firms to get massive profits. This post norochcholai scenario brought many business opportunities to many unscrupulous ppl in CEB and politicians. So they start maintenance and repairs without reasons so they can shut off CEB plants and buy power from private companies and of course the involved engineers and the politicians receive commissions. This is the exact situation in Kukuleganga as well.
This is the EE mafia that you are referring to. It does not matter how much you read if you cannot understand what it says. And sticking to Modawansa media is not a way to stay enlightened on SL issues.
And as a responsible government why is not acting against so called engineers? Do the politicians also get commissions from this?

It is the govern company who has rights to import coal to SL after a tender process. However tender processes in 2012 have seen frauds.
Bad quality Coal was imported by a private company which is owned by Rohitha Rajapakse's business partner.
when Champika was against to this, he was removed from his position.

Minister of Science and Technology, Champika Ranawaka, stated at a press conference on October 24 that coal is being imported for the use of Lakvijaya Coal Power Plant in Norochcholai since 2012 without official tender calling.
"Coal was first imported for the power plant in 2009. The tender procedure has been highly dubious since then," he said.

Ceylon Electricity Board (CEB) was losing Rs 1.51 billion due to the import of 143,932 metric tonnes of low quality coal to be used in the Lakvijaya Coal Power Plant

Addressing the press briefing, Minister Ranawaka said two shiploads of coal had been imported without the knowledge of the CEB or the Ministry of Power and Energy.


"The Sri Lanka Shipping Corporation delivers coal to the Lanka Coal Company, which supplies them to the Lakvijaya Power Plant in Norochcholai. There is a difficulty in unloading ships at Puttalam during the period of the South-western monsoon between mid April and mid September, due to windy weather at sea. Therefore, the CEB does not import coal during this period. Supplies are stocked during the period between 15 September and 13 April. At the end of 2012, we understood that the Sri Lanka Shipping Corporation had imported two ship loads of coal without the permission of the CEB. At this moment, unloading was also a problem and Lanka Coal Company recommended returning the ships. Shipping Corporation also agreed," Minister Ranawaka said.

"However, the media revealed that two ships had been unloaded and three more ships were waiting to be disembarked. The report also said the coal supplies were below standard. We had a discussion on 12 March 2012 between the Ministry of Power and Energy, CEB and Lanka Coal Company. We decided not to accept the unloaded stocks and to turn back the other ships. I ordered to purchase coal from the regular supplier, Nobel Resource Company."
The Minister pointed out that he had removed Chairman of Lanka Coal Company, Thissa Herath, using his powers as a Minister.

"I removed him on 21 January 2013. He was the first Chairman of Lanka Coal Company. A new Chairman was appointed and I sent a letter to the board of directors of the company on 24 January 2013 directing them to investigate the incident. I also informed High Commissioner of Sri Lanka in Indonesia, Major General Nanda Mallawarachchi, to look into a company called Taurian Iron and Steel Company (Pvt) Ltd., which dispatched the stock of coal. I urged the CID also to investigate the fraud. But, I was removed from the post of Minister of Power and Energy on 29 January 2013 and the Chairman of Lanka Coal Company, whom I sacked, was appointed as the Deputy Chairman of CEB soon after."

substandard coal brought by Rohitha's "Supreme Sat" man?

Sources from the Ministry of Power and Energy say that a businessman named Maniwannan has acted as the local agent of Indonesia's Taurian Iron and Steel Company (Pvt) Ltd - the company which imported the consignment of substandard coal to Norochcholai, amid a massive fraud amounting to Rs. 1,507m.


Responding to a query raised by UNP MP Harsha de Silva on Oct. 23, minister of Power and Energy - Pavithra Devi Wanniarachchi has said that a a Rs. 1507m fraud had occured while importing coal to the Norochcholai power plant in 2012.

The businessman said to be involved - R.M. Manivannan, is the chairman of SupremeSAT company.

SupremeSAT (Pvt) Ltd was behind the the satellite launched on Oct. 22, 2012, which was described as the first Sri Lankan satellite.

The agreement pertaining to the satellite launch was signed with China Great Wall Industry Corporation and China Satellite Communication Co.Ltd.

About energy plan

A proper energy plan is a mix of renewables and non renewable energy. You take maximum from renewable as much as you can and fill the rest by non renewabe because limiting non renewable is what we want. All countries invest on renewable energy as i said before ppl who sit above petroleum like KSA invest in renewable energy.

SL's energy plan for 2020 is coal - 58%, hydro - 24%, diesel - 10%, renewable - 8%. This is not a good plan, SL has the ability to utilize renewables more being a country close to equator and being an island. Options like solar energy, wind, and wave energy are some of them. That is why commiting for coal is not a good option.

Several energy experts have warned of this energy plan saying it is not profitable and that it can cause environmental issues specially for people living in north central who already suffer from CKD.

Hydro is the cheapest energy source for SL because a unit is produced at 4 Rs while a energy unit from coal is expected to maintain at 8. But as Noro'i was a disaster it was not achieved.
But the CB calculations for coal is wrong.

price fluctuations and SLR fluctuations were not concerned.

Coal is not cheap as it is shown for SL.

So my point is gover has not even begun to act or begun to think about a robust energy management plan which we need for any industrial expansion

And another thing about energy cost,
In 2013 CECB recorded profits in a rare occasion. The reason is we had a lot of rainfall and hydro power was the source of 51% of electricity. As it is the cheapest we recorded profits.

But in 2013 prices were still high and the gover did not remove that ඉන්ධන ගැලපුම් ගාස්තුව ? why?
because government transferes other costs specially losses occured due to their financial mismanagement and that mega wastage called commonwealth as a part of electricity cost

If even MR is not credited for the war, why the hell you accuse him of other failures? Accuse someone else for those failures also like PB. When things go right MR don’t get the share. But things go bad it is always MR’s. What a logic.

If the current system persists then there is no difference that who is at the helm of the country it will be all the same. The difference will be we would choose someone else every 5 years.
System is partly faulty the man handling the top is faulty.
My point is one can bear authoritative rule and corruption by government but when it makes SL vulnerable to external threats it has exceeded the limit.
I told you earlier, yes ranil is a good option. Given the problems we face specially in international arena he is good.
But I prefer MR as president and Ranil as PM where we have a UNP government.
I have no problem with MR as long as he does the correct thing!

Is this is the industries you could come up with? Total investment is upto 57 m $ peanuts! We spend 26 million $ every time Norochcholair breaks down. An industry is something that gives you a big growth in GDP and employment and gives a country an edge on technology and innovation. Something like IT in india, auto in japan and electronics in Korea….or garment industry in SL.
The point is nothing!
