Why parents of stone-pelting Kashmiri kids don't control them and put them to study?

This question occurred to me after reading an account of how boys younger than a soldier chased him down the street and threw stones on him aiming his legs and hands as they were exposed regions.

What are those kids? Loafers-vagabonds (luchche-lufunge) or what? Why can't they be at home like decent people and do their work?

If it is so important why don't the parents themselves go and carry out the 'freedom struggle'?

So many well educated young men and women are joining ISIS.

The real question that would have come to your kind was that why these kids trow stones on these indian army and security personell.
What cause this to happen?
Why they hate the rule of a country so much who are ruling them for 70 odd years now.
