An IN CBG consists of (usually) 2 destroyers, 2-3 frigates, one SSK and a support ship (tanker/replenishment vessel). It is likely the P-28 Corvettes will also be added to this mix (they have been designed with the specific intent of having long endurance and being able to be part of a CBG hence their size.

A lot of needless correlations in OP's post, but regardless of that; Addressing the title, in the traditional sense? Probably not. Pakistan has no need, nor want for a carrier that can carry and deploy naval based fighters. On the other hand, a heli carrier could be on the table, in the future. With Pakistan's naval trade set to grow rapidly, Pakistan may want one to increase it's capabilities at sea, especially when it comes to anti-piracy.

There is no such thing in existence that any country cannot acquire. What matters is how dearly it wants it, resources can be adjusted and concentrated towards the need depending the severity of need. I am sure there was a time back then when there were such articles saying so about nuclear status too.

At the moment, Pakistan in my view has little to no need for an ACC. In-fact without a VERY strong navy ACC is a liability and first target and easy prey for opposing country.
