You could argue about implementations. Pakistan doesn't have a good urban planning council. I've worked with Ministry of Urban Planning UAE in Abu Dhabi and the way they work just blows your mind. Their GIS is awesome and I worked on a project where they worked in conjuction with EADS (Airbus) Abu Dhabi where they mapped the city using 2 aircraft that got the data by doing several passes over it.If you think ISB is perfectly planned, you need to see what planning looks like in Europe/USA.
Every corner of streets littered with garbage, open drainage canals, sewers water spilling out on roads, buildings look like were made by a troglodyte, apartments become oven in summers and arctic in winters. ISB used to be a beautiful city but not anymore, i guess this is what happens when you let illiterate villagers settle in main cities.
Pakistan is clearly a over populated country. time to strictly impose one child policy .
in 1947 total population of UK was 5 crore where as population of Pakistan were 3.7 crore.
Now in 2020 UK Population 6.5 crore and we are more than 22 crore.
We do need to build new cities, as others have mentioned they need to be well planned out like Islamabad, but also at the same time we need to think to future needs when we build our cities. We need to consider steps to reduce traffic and commuting in the cities, include parks and play areas and leave green open spaces for future expansion within the cities (like building more schools, health centres etc).
@Imran Khan made a great point about coastal cities. The existing towns could be twinned with them and eventually absorbed into the new cities. We have a beautiful coastline which is currently largely uninhabited.
A lot of the population density is around the current big cities, we need to build new cities close to them, but not so close that they become indistinguishable in 50 years time. A part of this will also be done by ensuring greenbelts around cities to limit expansion.
It will help with job creation too. A project to build 10-20 new cities in Pakistan could create jobs for a whole decade.

jahan se karachi lahore islmabad ja rahi hai . all of villages towns people move to big cities . if we just think like pakistanis we can move industry and plants from karachi lahore pindi to these cites . people will go where jobs are .but problem is we think like sindhi punjabi blochi kashmiri pathan . good example is when PIA HQ was moved from karachi to islamabad sindh gov and people make it big issue like its stealing of thier wealth . in fact its just an issue of largest airport of pakistan is now islamabad and its more secure and clean place now then karachi for transit flights . HQ should be there .our people are really crazy . just look many new cities in GULF countries they were desert 20 years ago but then rise .Where would these cities be located?

To answer your question about population - if we have jobs and opportunities in these place, the population will come. Those who travel to Dubai and Europe on boats will also travel to these cities IF there are jobs and IF they can actually afford to settle there. No point having ghost cities where nobody can afford to buy property apart from speculative investors.Where would these cities be located?
