I agree. I've been trying to write same thing for a few days. Moreover, Turkey's position is not changed yesterday, We support the dialogue and implementation of previously adopted UN resolutions, from the beginning.

Why are they just reactive to Turkey? That's the question to ask.

Three main reasons
- Growing relations of Turkey with Pakistan in defence sector specially the sales of high value services and articles like Milgem/ Jinnah class ships, midlife upgrade of Agosta submarines and Atak helicopter.

BTW if Turkey could maintain this posture for 2-3 years more and manage to bag one or two more deals of high impact defence systems with Pakistan Indians will come to Turkey for business on lucrative terms. Its their psyche I can say this with 100% confidence.

- Turkey's position is known to them from past many years but the current support of Turkey to the Pakistan for the cause of Kashmir, specially the role Turkish media has played in current situation and above all the mention of Kashmir in President Erdogan's speeh in UN general assembly

- Consistent support of Turkey to Pakistan in FATF, which is interrupting their plans about Pakistan

So they had applied number one step SAAM by inviting President Erdogan to India which failed, then they tried to engage Turkish defence firms by offering business but nothing concrete was put on the table by India, therefore I am sure they will again try this but this time with serious intentions, so Turkish firms both in civilian or defence sectors may have genuine chance to have some projects my advice would be grab the opportunity(s) and milk the Indian cow

But keep in mind they always make preparation for third step i.e. DAND (Punish) simultaneously with the second step DAAM (Bribe). Their current engagements with Greece, Arminia and Cyprus is related to this.

For the forth step they will covertly try to exploit the divisions or fault lines within Turkish politics and society
