You cannot apply the needs of a particular religion for a whole state or region, not in India. Buddhism is against harming any animals, so should there be a law to ban all non-vegetarians for the sake of Buddhism?
I am very well aware of the uses of cattle in farming and agriculture. But what do you think a farmer should do with a bull thats weak to do any work or cow thats no longer productive, if they can't slaughter it?
Similarly, there is no compulsion neither stoppage on eating beef in Islam or Christianity. Then at least they should tolerate this banning. Finally there is a law by state on hajj tourists too. That can also be debatable
