Pakistan can recreate operational units within the country, and I agree they must not be based on ethnicity but with the convenience of governance in mind. Even though ethnicity is a possible mode of further division but that will divide the Nation instead of just the territory. We need more unity, more harmony and more cohesiveness within the Nation.

Centuries ago when communications were by horse messenger.....provinces were governors were needed since central control was not possible for kings. Modern communications and transportation makes governors and provinces irrelevant to a large degree.

The right way is to divide in to smaller , easy to manage, geographical areas, where the administrative centre is easily available to all the residents of the area. They could be ethnic but the method should be geographical.
If one ethnicity lives in one particular geographical area, so be it.

Even Afghanistan have very small provinces. Many or the provinces are predominately Pashtun near Pakistani borders. And up north some areas predominately Tajik or Ozbik. That shouldn't matter.
We should have at least 15/20 geographical identities, even more if needed.

One other advantage of eliminating the provincial government layer is reduced costs for administration. You eliminate the associated salaries of the provincial bureaucracy.

More provinces means more chief ministers more cabinets more sectaries which means more expenses and less money for awam

Change the law. No need for provincial assemblies.
Union Councils and local authorities doing the work for the locals, like in the UK.
One National Assembly, where more representation, increase the seats of NA.
Get rid of Governors too.

If we remove provinces and have small units, it will have more cost and create more division. It is also essential to preserve different cultures in every province. I personally dont see any problem in having provinces based on ethnicities, Pakistan is a multi ethnic country. Removing and enforcing new boundaries will create frictions, so its best to allow a certain level of autonomy to each province. Its what makes Pakistan unique and every province different. In case a province becomes too populated and hard to manage then maybe divide it into north and south.

Look at how US states are organized. You have giant states with gigantic population and tiny states with feeble populations. Breaking Baluchistan into 5 helps make a gigantic and inaccessible area manageable for development as well as for dispersing threat of terrorism.

Just turn 30 Divisions into administrative units but these should be Governor base divisions, not provinces.

What you have mentioned is a perfect recipe for disaster which Pakistan has been going through over and over again for past 80 years or so.
Their is no culture that we should be proud of. Its nothing but backward and outdated with buck buck chuck chuck bs. Pakistan needs a makeover if it wants to be a progressive society like Malaysia, Indonesia or Turkey.
