The white writing that you see at the top is the first half of an Islamic phrase called the shahada, or declaration of faith, which reads: “There is no god but Allah, Muhammad is the messenger of Allah.”
The white circle at its center contains the second part of the shahada: "Muhammad is the Messenger of Allah." It’s meant to represent the official seal of the Prophet Muhammad.
Had he simply written it in any other style, he would be considered innocentinnocent BUT he tried to mimic ISIS flag. This will screw him.

That is called 'Shahada ' or proclamation of basic belief of Islam. Pronounced as 'la illa hà il làllah o Muhammad ér rasool lÀllah' means 'there is no god (more precisely worthy of worship) except Allah (and) Muhammed (PBUH) is prophet of Allah's
Second portion which is in white is actually replica of official seal of Prophet Muhammad (PBUH) which was used for official decrees and official letters to heads of states at that time.
These words form base of Islamic belief and are inscribed on many Islamic symbols and buildings. Like KSA flag, parliament building of Pakistan etc...

Not really, that's why I said it's cleverly done, but the person will be on radar of local police and intelligence units.Can you prosecute a person on this? I'm not sure. It depends on your law and its interpretation.
