why don't kashmir go to independcy by democracy

I'm a chinese. i have a curious question. Every pakistani and kashmir people wish india occupied Kashmir to be independent or jion pakistan, But why don't you take advantage of election sytem of india, you may call up all muslim in india occupied kashmir take part in kashmir local election , then control kashmir government and congress, then muslim controlled govnment can hold a referendum of independency or joining pakistan. why don't you walk this road?

i don't know current information of pakistan and kashmir, so i have this this question

The elections are rigged in favor of parties that won't go for independence and even if they do, they have a clause in the Indian constitution that going for independence is ILLEGAL, they will be jailed. All the while India will claim legitimacy for its tyranny since the parties participated in the elections.
