Why don't arabs create a arab foreign legion?

Arab population is not 400 millions ...very diverse and tribal..that is the reason behind their unability to create a sort of an ARAB nato...The Arab league is good example of the Arab cacophony.

So is France, Britain, Spain and the rest of Europe, they are also an amalgam of tribes and very diversified too, they have still managed after centuries to get together. For the Arabs it has been less than half a century after their independence as colonies and we are seeing positive signs of their union.
