Which space launch systems are better? India or China

There are 3 major space technologies that India is currently behind China.

No1. A mature medium launch vehicle that is capable of lofting between 2,000 to 20,000kg to LEO.
India:
Current GSLV can only carry 5t to LEO and 2t to GTO
(only 6 launch and less than 50% success rate is a disaster for the rocket:undecided:! )
GSLV MK3,currently under development(2013?), is only boost payload to 10t to LEO and 5t to GTO

China:
Current LM2f/g can carry 11t to LEO and LM3b 6t to GTO
However, those 2 rockets are very mature and have a 90%+ success rate! (more than 40
launch combine in last 20 years)
LM5, currently under development(2014?), boost payload to 25t to LEO and 15 to GTO.

NO2. Manned spaceflight!
India: None
Missing/Unmature technology: Atmospheric reentry(1 test so far for India if i'm not wrong, Orbital module(life system),Ground monitoring(guiding system), and A mutual launch vehicle that can sent 10t to LEO.
China: 5 unmanned test flight, 4 manned spaceflight which send 9 people into space.

NO3. Space station
India: None
Missing/Unmature technology: Space walk(EVA), Space docking and A mutual launch vehicle that can carry at least 20t to LEO.

China: 1 space lab. 1 station(Plan:2020?)
Missing/Unmature technology: EVA(1 test) , launch vehicle is in development(2014?)

So if China stop everything at this moment. India need at least a 5-10years(with foreign help)
or 10-20years (without foreign help)to catch up.
There are many other area where China is ahead of India, but aboves are the major technologies.
Of course, India have few space technologies that ahead of china as well. I will list a few when I have time.

morover, the chinese budget is much bigger


one thing i like about ISRO is that they accomplish the same things as the US, Russians, etc at a fraction of the cost

China’s aerodynamic testing and research capabilities gain new progress

The high-power arc wind tunnel, large-size supersonic wind tunnel and two-teraflop computer system newly completed by the China Aerodynamics Research and Development Center (CARDC) were put into use on September 3, 2012, marking that China’s aerodynamic testing and research capabilities have achieved new progress.

  The CARDC is mainly responsible for carrying out aerodynamic testing and research tasks for the model selection and standardization of various aeronautical and astronautical vehicles of China. It is the only aerodynamic testing and research organization in China with a complete set of facilities well-matched in small, medium and large sizes and with all three research means of wind tunnel testing, numerical calculation and model flight testing.

  With the development of China’s aviation and aerospace industries, the center has been vigorously strengthening the construction of its test equipment and test technology system in recent years. The two wind tunnels and one computer system newly built and commissioned this time will effectively expand China’s wind tunnel testing capability and numerical simulation capability, so as to provide strong technical support for the development of aeronautical and astronautical vehicles.

New wind tunnels, supercomputer system put into use
Two newly built wind tunnels and a supercomputer system were put into use in Mianyang, southwestern China's Sichuan Province, on Sept. 3. The two wind tunnels are mainly used for heat-resistance testing and aerodynamic testing of high-speed aircraft. And the 200 trillion-times super computer is mainly used for the numerical simulation of the aircraft. (CNS Photo)

Has India selected the candidate of astronauts yet? What is ISRO's plan for sending man to space?

It's being done as we speak. Shortlisting has been done from IAF pilots who have applied and now more extreme screening is to follow. Astronauts will be selected and begin training within next 2-3 years, this is straight from the IAF's mouth.

Exactly why we are developing GSLV Mk3,GSLV Mk4 and semi cryogenic engine to replace Hypergolic fueled engines....

Missing/Unmature technology: Atmospheric reentry(1 test so far for India if i'm not wrong, Orbital module(life system),Ground monitoring(guiding system), and A mutual launch vehicle that can sent 10t to LEO.
China: 5 unmanned test flight, 4 manned spaceflight which send 9 people into space.
Atmospheric reentry was tested in 2007.
Orbital module systems are currently underdevelopment in many universities in India
Ground monitoring system has been tested in chandrayaan1 (Indian Deep Space Network)
Indian orbital vehicle can be carried on GSLV.

India: None
Missing/Unmature technology: Space walk(EVA), Space docking and A mutual launch vehicle that can carry at least 20t to LEO.

China: 1 space lab. 1 station(Plan:2020?)
Missing/Unmature technology: EVA(1 test) , launch vehicle is in development(2014?)
I dont know about space station...
But GSLV Mk3 can carry 10 tonnes to LEO and will be used for manned launches to test EVA and Docking 3 years after manned mission.


So if China stop everything at this moment. India need at least a 5-10years(with foreign help)
or 10-20years (without foreign help)to catch up.
Foreign help for what?????
India is 10 years behind I accept......

Indians should be proud at where they are with relation to space technology, and should stop making fools of themselves by thinking they are or will be at the level of China soon.
