Japan at one point had the biggest economy in the world when the yen surged back in the 90s; yet it was not called a superpower because Japan could not influence other countries to side with them politically. By the same test, China fails the superpower test because no country with the single exception of Pakistan would side with China politically and diplomatically.
So when will China become a superpower? That is when China can persuade other countries to side with it, a feat that we are unlikely to see in our life time.

The Soviet Union, while not being rich, was a superpower because it formed an alliance with 50 other countries. China is not a superpower because almost all of its neighbors are against China.

Germany and Japan, even with their economic might, are not called superpowers because they lack political and diplomatic influences on other countries. The same goes for China.
Defination of Superpower ?
Lawrence Saez, senior lecturer at the School of Oriental and African Studies, in London, says: "When China decides to take over Taiwan, that is when it will be a superpower. Unquestionably that will be the day."

Taiwanese don't want a "unification" with China; they always felt they were Taiwanese separate from China, and they want to stay it that way. Those 10% of population supporting KMT do not speak for all of Taiwanese, who actually prefers to declare the Republic Of Taiwan.
