People of Karachi themselves need to come forward in seeking federal absorption. That is the only way. They can hold a binding referendum if necessary.

Mass protest or a better option that I think is that the citizens of Karachi should band together and sue the provincial government for their lapses. It's high time that there is any action in Pakistan besides street power.

Building a city close to Karachi would benefit the Balochistan government greatly. They would benefit from the Karachi port, they would have access to a skilled workforce, and they could realistically attract industries to relocate with the right incentives. This could be a huge source of revenue for the cash strapped Balochistan government. Alas, there is no vision or long term thinking.

There is a lot of vision, the problem is that non-Baloch ethnic groups that have lived in Balochistan for generations have been targeted by terrorists and essentially even many of those that called Balochistan home for generations have been chased out.

Pakistan has many, many people with an entrepreneurial spirit. Gwadar, Quetta and many other towns that are going to be connected via the CPEC highways and infrastructure could attract a lot of domestic investment and people migrating to set up businesses etc if ethnic nationalism and violence wasn't an issue.

And yes, I understand the concerns over the demographic impact, but Dubai, Abu Dhabi, Qatar etc were not built by the tiny local population either - they thrive because of a massive non-local community that supports local businesses. Balochistan is vast and sparsely populated - Gwadar is not going to become a major city without migrants settling there from outside Balochistan.

Sindh govt won't let that happen. The same was suggested for Gawadar at a time too but the provincial govt resisted, in my opinion, rightfully so. I think that Kci should stay in Sindh but the govt there needs a kick or a heavy boot to get up and do something!

Well PPP would resist every possible actions that can overthrow their power. Then they will play their Sindh card too.

That is just unfair if you believe federal government is responsible for Balochistan.

Natural resources of Balochistan are mistress to the handful of Sardars not to the federal government.

That still makes the provincial government liable for the destruction of Karachi.

Mark my words, the day even a handful of tiny protests emerge in Sindh against the PPP's decades long apathy and ineptitude, the usual suspects in the media are going to be screaming and crying about 'Establishment ki Saazish' and 'Jamhooriyat Khatray mai hai'.

If you are looking for political legal channels then it's impossible even in future because of 18 amendment in this current circumstances.

Only federal Govt with 2/3 majority can make karachi a federal territory if there is a will to do this.

unfortunately people of pakistan are not on same page because of MQM and past history of karachi, so people of pakistan must be on same page first regarding karachi.

Federal territory is good idea because it will further boost pakistan economy and CPEC and only federal Govt will take control of karachi. No more Governer raaj, no more 18 amendment curse.

There seems to be two schools of thought: One that believes that the people of Karachi have to get out in the streets and protest against the Sindh government. The second view is that the federal government has to take control, either temporarily or permanently, by declaring Karachi a federal city, through section 149, or even giving Karachi a provincial status.

I think it has to be both. The federal government must encourage the people to protest. This can be organized both openly and covertly. Once there is a strong enough voice demanding change, the federal government will have the pretext to act, and take control.

Of course there will be retaliation from the Sindh government, and they will play all the cards they have, including terrorism. But I think the cost of not acting is too great.
