PPP, Pmln etc are NEVER going to change so we have to back the only party we can pressure to change itself and Pakistan
Let's see, here are the options:
a. Make moral arguments to convince the Sindh government to take responsibility and take care of its citizens
Fat chance! The people holding office are corrupt, selfish, greedy, and shameless about it
b. Vote the Sindh government out of power
The way things are right now, the influence (brute power) of the landed mafia, and the poverty of rural Sindh, makes it almost impossible to vote them out of power. There are no viable alternative political groups in rural Sindh
c. Force the current Sindh government to take care of its citizens by legal means
This is attempted every once in a while by an excited Chief Justice, but it never works because there is no concerted effort by the three centres of power (judiciary, federal govt, military). The SC judge is not an urban planner, and there are many, many ways in our corrupt legal system to dodge even a direct order by an SC judge - case in point, the Karachi Circular Railway.
d. Educate urban and rural Sindhis (yes, that includes all ethnic groups who live in Sindh) so they are able to vote for better people
Long term, this is by far the best solution. The problem is that it cannot be done with the current provincial government in power. So it has to be done in conjunction with one of the other options below.
e. Declare Karachi a federal city permanently, or declare Karachi a province (essentially the same thing)
The federal government will need a 2/3rd majority. And there may be other legal considerations that I am not familiar with. Of course, there will be serious retaliation from those who are in power now (in the province), and there is a risk of it turning into a long term, terrorist movement like Balochistan. Nevertheless, this is a viable solution
f. Impose Governor rule temporarily
This may be the most realistic option, and the best solution long term. Here is how it should work. The federal government covertly encourages people to protest. This will give them the pretext to intervene, and impose governor rule.
Once in power, the federal government will have to ruthlessly dismantle the rotten bureaucracy that has been put in place by the previous governments, and do everything possible to erode the power of the feudals.
The new government would then have to step in and provide services like healthcare, education, utilities, roads, and other infrastructure. There will be three outcomes from these actions by the government:
- The people of Sindh would be won over by the new government because of the new services
- The people of Sindh will have the freedom to vote for the right people
- The people of Sindh will have the education to vote for the right people
I know I am simplifying things. Nevertheless, I believe it can be done if there is a will by the federal government.

Handover Karachi and hyderabad and Mirpur Khas to jamat e Islami, and pull out these regions out of quota system(their budget should also be separate). Trust me, things will change dramatically. Mohajir national movement will die in one night, as Some politicians have kept it alive through their actions since past 40 years.This is an honest question, not a rhetorical one. What do you think needs to happen, what is the red line, what will it take for the three axes of power - the federal government, the judiciary, and the military, to get on the "same page" and do something about Karachi.
I am not including the provincial government in this equation, because currently they are the ones with the power, and they have failed.
