What will it take for action to be taken on the situation in Karachi?

Karachi is in Balochistan by all legal means. Just ask the government they will tell you

No it is not. Balochistan been ignored by the federal governments in past. But Karachi is being ignored by the provincial government with all the resources in hands. It’s the negligence of the provincial government that has failed miserably in last 30 years to serve this city.

How are they different in Punjab or KPK?

Sindh govt won't let that happen. The same was suggested for Gawadar at a time too but the provincial govt resisted, in my opinion, rightfully so. I think that Kci should stay in Sindh but the govt there needs a kick or a heavy boot to get up and do something!
MAKING IT A FEDERAL CITY. This city needs the attention of federal government but thanks to 18th amendment.
PPP has done enough harm and I have no idea why this party still exists in Sindh. Whatsoever, interior Sindh has chosen ppp but Karachi suffers at the end of day.

I don't think the Federal Government can be blamed for Balochistan's lack of development anymore. Balochistan gets a fair share of revenue under the NFC awards as well. While I don't expect all of Balochistan's backwardness to be resolved in 10 years, we should be seeing some level of progress by the provincial governments.

The only thing the Federal government is involved in are security operations - the rest (education, health, infrastructure etc) falls in the domain of the various provincial governments that have run Balochistan over the last decade or so.

Mass protest or a better option that I think is that the citizens of Karachi should band together and sue the provincial government for their lapses. It's high time that there is any action in Pakistan besides street power.
This is an honest question, not a rhetorical one. I would like to get your views.

What do you think needs to happen, what is the red line, what will it take for the three axes of power - the federal government, the judiciary, and the military, to get on the "same page" and do something about Karachi.

I am not including the provincial government in this equation, because currently they are the ones with the power, and they have failed.

Having served in Balochistan, I must say this that it's a province that's a whole different ball game from the rest of the provinces. Balochistan is huge! It requires a more robust effort from all of Pakistan in order to develop but yes, I do agree that the Bal govt should be at the helm and ultimately responsible for it.

Multiple reasons that makes federal government to be blamed in Balochistan’a case. Political difference, natural resources of Balochistan are no beneficial for people of Balochistan, and people even question the allotting of the federal budgets that us given to Balochistan. But that is not the case when it comes to Karachi.
It is simply the failure of the provincial government.

You mean beyond SITE, the Hub area. That is a small area, not half. The sprawl in the North and East is all Sindh.

That is where the money is. Its all about the money.

Building a city close to Karachi would benefit the Balochistan government greatly. They would benefit from the Karachi port, they would have access to a skilled workforce, and they could realistically attract industries to relocate with the right incentives. This could be a huge source of revenue for the cash strapped Balochistan government. Alas, there is no vision or long term thinking.

Edit: It would also relieve some pressure off Karachi.

But none of the journalists foaming at the mouth over Mullah Diesel's march against PTI or other 'combined opposition protests' are going to advocate for any kind of protest against the 'Bhutto Zinda Hai' cult.

Mark my words, the day even a handful of tiny protests emerge in Sindh against the PPP's decades long apathy and ineptitude, the usual suspects in the media are going to be screaming and crying about 'Establishment ki Saazish' and 'Jamhooriyat Khatray mai hai'.

That is just unfair if you believe federal government is responsible for Balochistan.

Natural resources of Balochistan are mistress to the handful of Sardars not to the federal government.
