That is not a good idea.

Disenfranchising or limiting voting of a majority of the population, however justified, will not improve anything.

For example, why not limit votes to those who pay income tax above a certain threshold?

I think a better way to go would be to introduce a meritocracy in both the Bureaucracy & the Political Sphere of our Civilian Executives & to peg that meritocracy to International Standards.

For example only a Doctorate can be the Secretary of a Ministry as a Bureaucrat & that only a Doctorate can be the PM, the President, the Speaker Assembly (s) & the Speaker Senate. And that certain aspects of this merit be devolved to lower positions of authority; for example the blokes serving under the Secretary must be at least Post-Graduates & similarly the normal Parliamentarians must be at least Post-Graduates.

But for that to happen we'd need an absolutely independent & impartial HEC & maybe additionally peg the Doctorates & the Post-Graduate Qualifications to be subject to International Acceptance; that European MBA Association or the International Federation of Accountants etc. recognize the qualifications as being credible & competent !

Introduce this to the Services Chiefs, the Corp Commanders & whatever their equivalents would be in the PAF, the PN & our civilian security apparatus !

63% people of Pakistan live in rural areas.These areas are still stuck in medieval times and are run the same way as princely states.People are either too oppressed to have any individual views or they are too illiterate to decide for themselves.
My Question is that how much impact their vote should have in electoral process?
In my opinion their vote should count as half vote or quarter vote.
