For a humane strategy to work, a naval blockade and air superiority needs to be maintained all over Gujjrat to control the flow of food supply/goods/fuel/medicines etc. No food/medicines means people themselves will be willing to move out of there.

But this humane strategy is time consuming. Wars are always fought with ruthlessness. Time is of the essence in war.
Don't forget, there are oil refineries in Gujjrat that would be supplying oil to gangooz in case of war. And they needs to be obliterated at the first opportunity in case of war and I am sure our Braadar Islamic countries won't mind.

Rest of the area is contested.

Thus Taliabn is far far weaker compared to Afghan government.
