Nonsense. India has always enjoyed a relative advantage, in conventional terms, over the pak army. Yet, outside of 1971, have never instigated conflict, quite unlike the "bleed with a thousand cuts" strategy of our neighbor, which often causes instability in the region.
Still, there's no reason that India will, now, refrain from excercising self-restraint with the entry of Modi. A careful reading of his speeches, in fact, reveals that post the appointment as BJP's PM candidate, Modi has toned down the hawkish rhetoric.
Besides, being the PM candidate of Indian Right's foremost party, he is obviously required to make the right (hawkish) noises. And somehow, the only ones screaming "war" are guys from the other side.
