I think they are more vulnerable...because they can be seen easily by satellites and can be taken out with precision guided munitions...
Mobile systems are better,because they can flee...also can hide inside mountains and can be taken out for launch...

Probably thats why Russia developed Topol-M,which is road mobile...

I would describe it as out of control and chaotic,as in no one in charge and the people confused.
Not horrible.Talibs in afganistan,the ethnic wars in africa..that is horrible.Pakistan still posseses a large talented and educated intelligensia and more imporatnatly a middle class,these prevent or stem too much decline,education being the key.

Unless Pakistan voluntarily decides to give up the nukes it is not going to happen. Only possibility of that happening is if there is significant concessions to Pakistan on Kashmir front and security guarantees which also is not going to happen. Only thing that might happen is somehow enough pressure is put on Pakistan to slow down its current irrational rate of nuke production.

US might have an agenda in taking out your nukes but you cannot deny the fact that weapons grade uranium is enough to make a dirty bomb. And if a military base can be penetrated, so can weapons grade uranium be stolen. The terrorists are not looking to get their hands on your Shaheens and Babars but on the material that fuels it. Delivery system would be nearly impossible to get without fighting hoards of PA soldiers.

A dirty bomb with a nuclear core is enough to create a lot of damage and nuclear terrorism is the last thing a place as jam packed as the Indian Subcontinent wants. Rahul's comment holds strong ground here you know. It is not about your delivery systems but your military grade uranium.

Neutralizing is the concern, not capturing.

The US has enough capacity to carry out such an operation knowing full well that only a handful of countries can reach the US mainland and two of them (Canada and Mexico) present no military threat to the US. That only leaves Russia and possibly China. Or perhaps Cuba with Russian missiles... again.

But there is little chance of America actually taking such a step. The risk of thousands of nuclear scientists making a beeline for Iran and/or China is a pretty good deterrent.

Then there's the issue of Pak-Iran relations improving; something which the US is keen to avoid to prevent the Iranian List of Friends from growing.

Not to mention that the storage mechanism makes it difficult to conduct a raid.

Fissile material can be traced back to its origin.. a bomb exploded with yellow cake from Baluchistan would make a nice excuse to bomb the fecal matter out of us.
And the same advanced US managed to lose track of nukes on multiple occasions... including a H-bomb sitting at the ocean floor.
