What did the whites have to do with it? The main super-refinement, after the first raw processing was finished, was done at Dundee, and that industrial centre was ruined due to the partition of resources from processing plants.
I don't think that the Bengalis of Pakistan are blaming you for the failure of the jute industry. Instead they are saying that their province was systematically neglected during the quarter-century, that the money available was spent massively in the west, and very little in the east, and that there was a systematic bias against the east.
Nobody has mentioned that the vast military expenditure was almost entirely spent in the west.
The fact that there was a vast military expenditure is perplexing; there was no reason for a state of muted war to come about. The fact that it was spent on the martial races beloved of the British is self-explanatory; Pakistan has always babied its Army, at the cost of stalling development. And in this stalling of development, East Bengal, that chose to become East Pakistan, suffered.
