We will not use our airforce for surgical strike as of now.

Just to inform you that we would be targeting those infrastructure that are used by Terror Organization.
These organization are declared Terrorist Organization or supporting terrorist activity in India by UN.

Once these infrastructure are blown out. Pakistan will run to US or China since it was not all out complete attack. It cannot declare war on India.

Coming to your Military Upgrade. India is conventionally much superior to Pakistan. They cannot use any Tactical Nuke until their existence is in question. When we have infiltrated 20 to 30 KM deep in Sindh or Punjab then they may test their capabilities in their soil on that India will not be able to do much. Retaliation will require Balls.

Our Strategy is that we will not infiltrate more than 15 KM in Pakistan. We don't to feed more poor people. We don't want Pakistanis burden. Our policy is clear existence of Pakistan and we cannot end militancy in Pakistan all we want Pakistan should be militarily weak compare to India.

What should India do in light of Pakistan's defense Minister's threat to devastate India?

Some of my thoughts

1. Invest heavily in ABM to safe guard key cities such as Delhi, Mumbai, Bangalore etc...
2. Invest in surveillance satellite systems and monitor every military activity of Pakistan’s army
3. Equip Armed personal with cutting edge technology including new rifles, night vision equipment etc..
4. Increase the Rafale order by another two squadron.
5. Set up F16s/F18s assembly lines as soon as possible and try to reach 42 squadron strength as soon as possible.

Most importantly of all build military capability to react at the shortest possible time with a unified command structure combining Air force, Navy and Army, and build the mindset to take on any military adventurism both from state and non state actors from across the border.
