'Wage war in South China Sea'

There is logic, benefit and good reason for China to wage a war in the South China Sea, with the Philippines and Vietnam being the two key targets, an energy expert says.

A commentary published in the Global Times - a newspaper under the Communist Party's People's Daily - on Tuesday said the South China Sea was the "ideal battlefield" for China to wage small-scale wars with rival claimants to territory in the area.

The article, headlined "The Time to Use Force Has Arrived in the South China Sea", was written by Long Tao , a strategic analyst with the China Energy Fund Committee, a non-government think tank.

Long listed several reasons to support his view, saying China would not lose anything by going to war.

"To China, [a war in the South China Sea] is the ideal battlefield. I feel that in a battle in the South China Sea, we should reduce the area(s) we strike, and lock down those who are acting out the most right now, the Philippines and Vietnam," he wrote, adding that punishing the Philippines and Vietnam would also warn other Southeast Asian countries to stop making trouble.

"We don't need to imitate the efforts of the United States in Iraq, Afghanistan, and Libya. This is a war that we would definitely win. We should fight artfully, and very possibly have it become a moral education expedition, winning them [other countries] over with tactics."

Long criticised some Chinese scholars' view that military conflicts should be avoided in the South China Sea because of the likelihood of intervention by the US.

"Currently, the US has not completely got out of the 'war on terror'. Problems in the Middle East are still unclear. The US is fundamentally unable to start a second war in the South China Sea. America's rigid position is all a bluff," he wrote.

"There's logic, there's benefit, and there are restraints, but still we must hold true to our principles. With regards to China's determination for a large-scale war and actual preparation for a small-scale war, China has given the right to choose between war and peace to other nations."

The lead article the Chinese Communist Party newspaper Global Times on Tuesday contained an alarming call for a declaration of war against Vietnam and Philippines, two nations that in recent weeks launched the loudest protests against China’s sweeping maritime sovereignty claims over the South China Sea.

Headlined “The Time to Use Force Has Arrived in the South China Sea; Let’s Wage Wars on the Philippines and Vietnam to Prevent More Wars,” the article was written by Long Tao, a likely pseudonym literally translated as “The Dragon’s Teaching.” The name refers to the third chapter of the famous Chinese ancient military classic “Six Secret Military Teachings” that, among other things, promotes the idea that the best way to establish military awesomeness is to kill the highest-ranked dissenters.

Vietnam is viewed by China as the most militarily capable state whose government is the most politically uncompromising when it comes to challenging China’s territorial claims in the South China Sea.

The Philippines recently riled China greatly for its closeness to Japan, and its cantankerous and successful move last week to hold talks within the Association of Southeast Asian Nations, without inviting China, on cooperating and clarifying consensual and disputed claims in the South China Sea.

The fiery rhetoric of the article states that “the South China Sea is the best place for China to wage wars” because “of the more than 1,000 oil rigs there, none belongs to China; of the four airfields in the Spratly Islands, none belongs to China; once a war is declared, the South China Sea will be a sea of fire [with burning oil rigs]. Who will suffer the most from a war? Once a war starts there, the Western oil companies will flee the area, who will suffer the most?”

The article further calculates that “the wars should be focused on striking the Philippines and Vietnam, the two noisiest troublemakers, to achieve the effect of killing one chicken to scare the monkeys.”

What about possible U.S. intervention once China starts a war in the South China Sea? No worry, the article states, because the U.S. will be utterly unable to open a second front in the South China Sea to fight China because it is deeply mired in the anti-terror wars of the Middle East.

The Global Times is China’s largest paper focusing on international news under direct sponsorship from the Communist Party central authority.

龙韬:当前是在南海动武的良机

  在上世纪70年代以前,是没有什么南海问题的,世界上所有国家都未对中国九段线内南海主权主张提出异议。南海之所以出现“问题”,根源在于南越政权和后来越南独立后,侵犯中国南沙岛礁,并对中国西沙提出主权要求。中国除在西沙反击战中惩罚南越政权和陆地上对越南进行自卫还击以外,并没有及时对越南在南海的公然入侵行为进行制止,以至于为今天带来了后遗症。一是启发并带动其他国家对中国的南沙岛礁进行“哄抢”;二是越南现在引来美国,并拉拢其他小国一起试图威慑中国,把与中国的双边争端国际化。


  中国集中精力发展经济,迫切希望周边和谐稳定,不希望南海问题国际化,不希望为此带来极大的国家牺牲和国际灾难,展现了举世无双的诚意。南海问题国际化趋势已十分明显,但尚未完全成型。笔者认为现在正是中国冷静分析,抓住机会,迅速采取断然行动的良机。


  现在南海各国都在进行军备竞赛,添置远程重型海空兵器,连不涉足南海的新加坡也准备引进尖端的隐身战斗机;澳大利亚和印度等的军备计划,都是为进行世界级战争准备的,日本更是不甘寂寞。美国一边大力出售军火,一边火上浇油,同时准备军事介入。


  个别小国看到美国宣布“重返亚洲”以为有了靠山,于是有的对中国发出不惜一战的叫嚣,有的动枪动炮进行武力恫吓。这很有点滑稽的味道。


  南海地区的战争势能在蓄积。时间不在中国一边,中国应该以地区合作与开发主导者的姿态,以更加优惠的条件和西方石油公司竞争,参与油气开发,同时对其侵犯我海域的采油行动,进行先礼后兵的劝阻。不要担心小规模的战争,那正是释放战争势能最好的方式。小仗打几下,大仗就可以避免。


  要说战争,我们可以先看看到底谁最害怕在南海开战。南海地区现有一千多口油气井,中国没有一口;南沙群岛有四个机场,没有一个是中国大陆的;中国也没有其他重要经济设施。战争一起,胜负先不说,南海必将成为一片火海,那些耸立在南海的钻井平台将成为熊熊燃烧的火炬,谁受伤最重?战争一起,那些西方油气公司必然撤离,谁损失最大?


  对于中国来说,那里是最好的战场。笔者认为,在南海动武,应缩小打击面,可锁定当前闹得最凶的菲律宾和越南,杀鸡儆猴。战争规模,以达到惩戒目的为准,而不必效法美国在伊拉克和阿富汗、利比亚的模式。这是一场必胜的战争,打得艺术一点,很有可能成为一场七擒孟获式的道德教化行动。


  很多中国学者谈到南海问题时,都认为美国是中国投鼠忌器的原因。眼下,美国还未从反恐战争中抽身,中东问题又一团糨糊,根本无力在中国南海开辟第二战场,其展示出来的强硬都是虚张声势。


  菲律宾把自己比喻成蚊子,说它不惧怕中国大象,试图以哀兵姿态换取世界同情。大象固然不应该踩踏蚊子,但蚊子就应该叮咬大象吗?更何况这“蚊子”还请来“老鹰”助阵壮胆。笔者认为,个别国家侵犯中国领土主权,各国连续大规模军演,正好给了中国断然反击的理由。


  有理、有利、有节,仍是我们必须坚守的原则。中国应以大规模战争的决心和小规模战争的实际准备,把战争与和平选择权交给对方,把中国的新形象树起来。2008年俄罗斯果断出手,迅速稳定里海局势的经验表明,大国行动虽然可能会在国际上产生一段时间的震动,但从长远来说,可以从根本上实现地区稳定和大国的战略和解,是世界和平之福。▲(作者是中华能源基金委员会战略分析师)

Yawn. HongWu has been waging war on world since Nov. 2009. We are still here.

China's state media fussing it noisy because he want to lead angry people's opinion towards internal affairs to prevent critic of people on corruption and mishandling, abuse of powers by politicians.
The most recent matters made authorities on headache, there are accidents by bullet train and subway system, others than the murder in type of "killing made for silence" in northern China to person who dare make an investigation on corruption or an journalist who did the report about dirty food are re-circled.
