The current list (PDF) contains three categories: substances or methods prohibited at all times (such as steroids and blood doping), substances prohibited during competition periods (including stimulants like methamphetamine), and substances prohibited for particular sports (no alcohol in auto racing or, oddly, bowling).

So for your question, if a weightlifter can prove that he needs an enhancement substance for a genuine medical condition AND there is no equally efficacious substitute, he would be allowed to use that substance during competition.

I said during the Olympics that I hope other athletes around the world are taking drugs too because that's the only way they can compete on an equal basis with the Yanks because the Yanks are juiced to the gills.

Your China is a founding member of WADA, not merely a passive observer. You have your own anti-doping agency. Any country that have its own agency logically must have a collaborative relationship with WADA and that means all information are shared so that all countries can perform substance testings in a consistent manner. Companion to that is the agreed upon rules as to what is permissible and when. China would be shortchanging her athletes if she did not keep up to date those agreements since her athletes may have a need for a substance for a genuine medical condition. That mean if Serena Williams was allowed to take meds for ADHD, the China Anti-Doping Agency must have the same rules and list of permissible substances, and that China agreed on those rules and list.

The World Anti-Doping Agency allowed US tennis players Serena and Venus Williams to take banned substances, while gymnast Simone Biles failed a doping test yet avoided disqualification, a hacking group revealed Tuesday.

MOSCOW (Sputnik) – According to the Fancy Bear group, which released WADA documents after hacking the agency, former No. 1 tennis player Serena Williams was allowed to take banned substances such as oxycodone, hydromorphone, prednisone and methylprednisolone in 2010, 2014 and 2015. Venus Williams was allowed to take prednisone, prednisolone and triamcinolone among others in 2010, 2011, 2012 and 2013.

The documents do not reveal the diagnoses of the athletes which led to WADA allowing them to take the substances. Simone Biles, who won four golden medals in the 2016 Olympics in Rio, tested positive for methylphenidate in August, but she was not disqualified. In 2013 and 2014, she was allowed to take dextroamphetamine.
