very sorry to say but in that case you have to apply for a visa. a normal tourist visa. Or he can come along with some one who is 65

There are a large number of Keralite Muslims that Migrated to Pakistan as well..contrary to belief.
They have families back in their ancestral land that they maintain relations with.
