Virtual Countries

Is it possible to make virtual countries and each country should have the resources which they actually have in real. 30 members should be in each country and we should start a world war and each country has to select a side..... Weapons should be the same as they have in real...
Strategies and decisions on right time counts….

Can we do something like that..

The weapons should be stored in alphabets like
A B C D E F G H I J K L......Z
If some nation says that your weapons were stored in alphabet C and it was true than they will suffer....
Max alphabets you can choose are 5..where you can store your weapons..

The list of alphabets will be sent to the Mod or some neutral person by each country...

Is it possible to play a game like that...
