No corruption in China is at a scale that is way beyond anything here...and poverty exacerbates it because poor people are easier to corrupt.

I remember people telling me about a story they were reading in a Chinese newspaper about how some town in China was given state money to build a new school and the local guy in charge pocketed it. When the state sent reps to see how the construction was going...he bribed them to shut up. When they later determined the reps did not give a good report the state sent more. Those new reps also were paid off. The state ended up forgetting about it until years later when a new person discovered the oversight and had people arrested (and likely executed).

You read some stories because corruption is punishable in China and people here expect the punishment being delivered quick and strong, whille in US the case is that corruption is institutionalized, people just live with it as a way of life.

They don't have to report their income every year, very often they need to reveal their overall asset when taking a new position. but everyone knows those are just some numbers , very few people believe them, so China has disciplinary department whose full time job is to constantly investigate government officials of all levels.
