HANOI -- Facing fiscal constraints, Vietnam is turning to foreign enterprises for funding and expertise as it anticipates the need for $400 billion in infrastructure spending over the next decade.

Planning and Investment Minister Nguyen Chi Dung told The Nikkei that Hanoi is already in the process of crafting a legal framework to pave the way for foreign participation in building projects.

A real leader should do hard job, not easy one.
You should study Japanese infrastructure works in other countries.

If you believe you can control the whole process, then you should think again.

It is you who is a child. What do behaviors of the Japanese in the past in China have anything relevant to Vietnam way to the future?

We seek $400b for infrastructure. It is perfect when the Japanese and Koreans provide us with the money. If we wait for China, we will wait for 1,000 years. Luckily we never listen to China otherwise we would still live on food stamps.

Indeed, bulk of investment should very likely be FDI from business corporations private sector.

The need is huge. After their private sector, rest of the investment would be from their government's ODA. My prediction is that their ODA to Vietnam alone should be about $80 billion (infrastructure and others) in the next decade, ODA is not only about infrastructure but may satisfy about 10-15% of total need.

On ODA/JICA, done through TCP (Technical Cooperation), ODA Loans, Grant Aid, DS (Development Study) and others. Useful details are here https://www.jica.go.jp/vietnam/english/activities/ . Many of those are infrastructure-related, e.g. expressways, ports, bridges, urban railway, hydro power, thermal power, transmission, irrigation system, water infrastructure, sewage, waste management, sanitary landfill, etc.

No not yet. But I have worked with the Germans, the Americans, the French, the Chinese, the Indians, the Singaporeans, the Turks. From all, the Germans are culturally the most difficult people, so most Vietnamese would say they are arrogant.

japan is a country on the rise... haha good one.. their era of rising is done already after getting stuck in quagmires in China.

yes, chinese language is out of fashion. I wonder why it is so. Maybe Pakistan schoolkids can learn mandarin.
