The project of HY 981 was administrated by China National Offshore Oil Corporation (CNOOC, NYSE:CEO), designed by China Shipbuilding Industry Corporation, No. 708 research institute, built by Shanghai Waigaoqiao Shipbuilding Co.. It was part of China's high tech plan--"863" plan initiated in 1986. A lot of R&D resources were injected into this HY981, the accumulated R&D cost of this ship may be more than the money that vietnam spent on R&D in the whole country combined each yr.

However, Binh said that HD 981 is not a product “completely designed and manufactured in China and by Chinese” as reported by Chinese media.

If copying is so easy, why doesn't countries like Nigeria, which has a lot of oil, copy oil rigs as well. They would save a lot of money than to buy them from others.

Maybe US dont like to sell the design to them or just because they love to buy so their officials may get a big 'commission' from the seller.

This doesn't make sense. China is the U.S.' Main rival while Nigeria poses zero danger to the U.S.
