First, Socialist Republic of Vietnam never recognize those islands belong to you.
Second, Dai Viet owned those islands from 16th Century (with Westerner's affirmation in 18, 19th Century), through French Colonies to South Vietnam.
Third, the Viet Cong owned those islands, not North Vietnam. Socialist Republic of Vietnam has those islands from Viet Cong, not from South Vietnam or because North Vietnam vanquish South Vietnam.
Forth, Pham Van Dong's diplomacy note is only legal enough to agree with your 12 miles territory from lands and he only did it. You Chink just make things up, try to understand that he agree with your 12 miles territory from islands.

Remember that if you invaded and stole Hoang Sa (January 1974) and Truong Sa (March 1988) you should recognise your invasion. By this way some people may sympathize for a hegemonism China.
