While India is preparing for cold start buying S-400, looking to buy MQ-9, testing QR-SAM with improving CBRN defence as well, Pakistan is roaming around CPEC, dams etc. India will be prepared by 2019-20 timeframe so author is right regarding this.

If you think Pakistan is not preparing to face any misadventure from India in it's capacity then good for Pakistan.
