There will be no transit charges and custom duties but administrative fees for India as it eyes trial run from January of transhipping cargos through Chattogram and Mongla seaports from its landlocked northern states and vice-versa.

The decisions were taken at a meeting of the inter-governmental committee of Bangladesh and India on shipping in the capital on Thursday.

The committee meeting was held on the second and concluding day of the two-day secretary-level talks between the shipping ministries of the two countries.

Shipping secretary Abdus Samad of Bangladesh and his Indian counterpart Gopal Krishna briefed the reporters about the outcomes of the talks at a press briefing.

Abdus Samad said that there would be no customs duties and transhipment charges on the Indian cargos in line with the General Agreement on Tariffs and Trade.

Only administrative fees in addition to road charges will be taken for allowing transhipment of their goods, he said. Replying to a question, he said that there was not yet any concrete ‘calculation about the administrative fees’ to be taken from them for using the country’s two main sea ports.

He said that the administrative fees would be known during the trial run scheduled to take place through the Chattogram sea port in January.

Gopal Krishna expressed satisfaction with the outcomes of the talks but said that ‘some issues like finalisations of the agreement’ for using the Chattogram and Mongla seaports were still needed to be done.

The trial run aimed at findings the ‘glitzes’ in the way of operationalizing the agreement, he said.

India had been pressing Bangladesh and was able to convince the Awami League-led government to strike a memorandum of understanding on the use of the seaports on June 6, 2015, and an agreement on October 25, 2018.

The standard operating procedure on the use of the country’s two main seaports was signed during prime minister Sheikh Hasina’s visit to New Delhi on October 3-6, 2019.

India was also allowed to tranship its goods from its mainland to its north-eastern states since June 2016 through waterways under the revised river protocol between two countries.

The Bangladesh Inland Water Transport Authority received Tk 192.25 as transhipment fee against per tonne Indian goods carried through Ashuganj as the port of call.

Abdus Samad said that the Bangladesh was advised to submit applications to the Indian ministry of home affairs to solve the Bangladeshi sailors’ problems on leaving shores in India.

Bangladeshi sailors have been deprived of the facility at the Indian ports for long though the Indian sailors enjoy the facility at the Bangladesh ports. India also assured Bangladesh of reviewing the demand for declaring the Summit Alliance Port Limited at Muktarpur in Munshiganj as a port of call under the Coastal Shipping Agreement between two countries.

The Coastal Shipping Agreement is one of the three pacts signed by Bangladesh in last four years after India had proposed all those to enhance its connectivity with the landlocked states in its north-eastern region.

It is calculated that both time and distance have gone down to one-third for transporting goods by the Indian businessmen through Bangladesh instead of present routes through the ‘chicken neck’ in Siliguri.

The previous secretary-level meeting was held in Delhi in 2018.

Why should they pay customs duty? The goods will be consumed by indian consumer and the duty should be paid to the indian government if imported from 3rd country. Port fee, terminal fee will be paid by the user(indians) no matter what.

What is in it for us to let them use our ports, and that too without transit and customs fees??

At least we should make sure through transit no indian products or goods pass to NE India which will reduce the competitiveness of Bangladeshi products in that region.

@Bilal9, I agree that Hasina sometimes doesn't work wisely. But who will be the alternative to Hasina if she goes now?

It's not easy to establish an alternative political party overnight you know this!

Exactly - we could always get a Caretaker govt. with technocrats and business leaders set up under the Military's auspices just like last time. They didn't do too badly, Army Chief did not want to become PM. Later he relocated to the US at Hasina's direction.

But mind my words. Hasina doesn't have too long to live.

She better put together a succession plan for her own benefit (and with intelligent people) before Chaiwala tries to fish in muddy waters because of a power vacuum. Won't be wise to let that happen.
 
Yeah right. After we went the Burmese way, now offering freebies. Take both deals, use Sittwe and this. :) Good for NE either way.

Ease of non-trade barriers, incentives for non-traditional markets, production cost rise due to implementation of Goods and Services Tax (GST) in India and presence of global retailers in India have been attributed to the sharp rise.

Besides, duty-free market access is another reason.

Bangladesh exports to India are mostly apparel (and higher grade apparel at that). Not the garbage produced within India for kanjoosi consumption for the lower middle class on down...

We export to Europe anyway - so the foreign brandnames in India (Ralph Lauren, Hugo Boss et al) just tell us to ship to India instead.

What Friggin' Goodwill? Your importers pay and we supply a more-than-adequate product...

And then the burn in Indian media goes sky-high...they don't have any issues importing any of our stuff from Europe, its only when its coming over the land border they have issues...hilarious li'l ethno-fascist bigots...

Goodwill is that we don't charge any DUTY, and read it loud and clear we don't charge export duty on any of the products send from Bangladesh except Alcohol and Tobacco imported from Bangladesh. And it's not a one sided process, it's always give and take. Else it won't take much time for any country to revoke the relaxation and your will see $1 Billion import to India will fall drastically if that ever happen.

India has proposed Bangladesh to consider negotiating a free trade agreement including goods, services and investment to promote two-way commerce and investments.

The problem is your Modi Sarkar. And their unreliable nature in trade. Not the traits of a trusted partner.

No businessman in Bangladesh (except petty traders importing Parle-G, Paan Ghutka and Hajmola garbage) does business with India, if they want to survive long term.

Witness the recent onion fiasco etc where export of onion to our country was simply banned. Just to save face in the elections. Please don't waste your time justifying to us Modi's reasons for this ban.

No planning, no advance warning/notification to ease shock to our markets, nothing. Just wham! You wake up one day and no onions. Onions were selling in Dhaka markets for Tk.300 a KG. No country can do business like this....

I doubt a lot of business folks from Bangladesh are tripping over themselves to import onion from India after this...

Well we Import over $8 Billion of stuff YoY against Bangladesh's Import of around $1 Billion to India. So much for your no businessman in Bangladesh do business with India. Reality is far different from rhetoric.

No one in Bangladesh is against Indian people. They don't harbor evil wishes against general Indian populace.

However it has been almost fifty years since 1971 - and the number of contentious issues between us keep on increasing rather than decreasing, resulting in continual loss of trust. This Trust issue is at such a low ebb now is that people in Bangladesh automatically have low opinion of anything connected to India, whether businesses, or products, anything. Which will result in reduction of trade. Your bilateral trade data for India is nothing when compared with what we import from China. This includes not only Industrial consumables but whole array of industrial installations and machinery unavailable in India. China imports are at a whole other level and thanks to your BJP leadership - trends will continue to favor China in this area.

China imports for the last year reported (Jun 2018) was Tk. 1,181,249.000 mn.

India imports for the same period was reported at 776,828.000 BDT mn.

If there is no earnest effort from Indian side to resolve these contentious bilateral issues (which is a reflection of the 'chalta hai' and third-rate chanakya attitude endemic to successive Indian administrations) - then the inevitable will keep on happening, which is Bangladesh will gradually become a satellite economy of China. This is already a reality - visit Bangladesh sometime. Bangladesh is about to sign MFN status with China too, which will really open Chinese import floodgates.

We were never a satellite economy of India anyway, despite us buying some of your consumer goods and being occasional tourists. The world has changed, this is now 2019 going on to 2020. As mistrust levels increase, trade will go down, and so will economies of the surrounding Indian states like WB, as well as Assam and Tripura, whose entrepreneurs are begging for us to go invest. We don't need you, but your poorer states do need us.

If you know Sanskrit I have a perfect solution for your leadership, they need to have some brain-cleaning done (Mashtiska Prakhyalana) and re-think what Bangladesh means to India strategically as well as for its economy.
