We could still easily afford replacing our entire air force with modern aircraft and a dozen S400s even without spending a single dime from the released money. According to wiki, a SU35 costs 40-65 millions dollars per unit. SU34 costs 36 million per unit. A country like Iran could easily afford even a thousand of each plane. But still, we use old, Shah era planes and embarassing "upgrades" of obsolete cold war era aircrafts. Either, we dont have enough trained pilots, lack the ability to provide training for future pilots, or nobody is willing to sell us modern aircrafts.

funding is a big problem, we have big budget problems for our military already... we cannot afford everything so we must prioritise what to spend our money on. even UAE has a bigger military budget than us
