WASHINGTON - The Pentagon has developed a global campaign plan against China, a top American military leader on Friday told US lawmakers, who identified the Asian giant as “one of the central challenges” to their national security.

“We have a global campaign plan for China. Each one of the combatant commanders addresses China in the context of that global campaign plan,” General Joseph Dunford, chairman of the US Joint Chiefs of Staff told members of the House Armed Services Committee during a congressional hearing, PTI has reported.

He said Admiral Harry Harris, Commander of the US Pacific Command, is the coordinating authority for that global campaign plan.

“But each of the combatant commanders has supporting plans in their respective areas of responsibilities that address specifically Chinese activity and capability in their areas,” he said.

Dunford was responding to a question from Congresswoman Vicky Hartzler who said that China has expanded its self not only in the Indo-Pacific region, but across the globe.

“Their activities are present (in) Africa, Europe, Latin America, et cetera. What efforts are you aware of being taken by each of the combatant commands in the different AORs (areas of responsibility) to counter the China challenge?” she asked.

She described China is one of the central challenges to the national security.

“China is very focused. They have multiple lanes of effort, from espionage, to the military to counter-intelligence, to propaganda arm, et cetera,” Hartzler said as she was joined by several other lawmakers in expressing concern over the rise of China.

“China has made a clear commitment to meet US capability in artificial intelligence by 2020 and then exceed it by 2030,” Congressman Seth Wilbur Moulton said.

Congressman Mike Gallagher asked what are the long-term consequences if China is allowed to continue to acquire America’s advanced technologies through investment and joint ventures.

Defence secretary Jim Mattis said that there are technologies that the US does not want for defence, for security reasons, to see in Chinese hands.

“I think you saw on the 5G effort here some weeks ago, that we move swiftly even in advance of what the process requires in order to make certain that we did not naively watch a business link up that was not in our best interest,” he said.

“But that was a one-shot effort. We need to look at the entire penetration of our society, and what we need to protect, and CFIUS (Committee on Foreign Investment in the US) is a key part of this.

“Every democratic nation right now, by the way, that we deal with from Germany to Australia, from Canada to the United Kingdom, they’re all working this issue. And so this is not unique to us, but it’s certainly one of our responsibilities,” Mattis said.

According to Dunford, the lifting of intellectual property in the manner in which China is doing that it is actually undermining the US’ ability to maintain a technological competitive advantage.

“We’re going to have to improve on the invest risk review process that would be the specific area where the Congress could take some steps, in order to come up with the specific things we need to do to protect what we absolutely must hold onto,” Mattis pitched.

Is that a new threat?, US had the plan in the pass to confine China within first and 2nd Island chain, are they saying that they're not longer able to contain China within these two island chains but have to fight China in global campaign?. If US has plan to counter China on global stage than they should expect that China to come up with plan to counter US globally.

China has no interested in global domination hence it will have less to lose compare to US, A lot of anti-America nations would be delight that US to push China to support them in the global campaign. only future will tell how far US will go to stop China freedom of trade, freedom of navigation and freedom of making friends around the world.

The word "unleashes" in the title is a little unfitting (at least as far as the article main is concerned).

Please have in mind that in the US, non classified (closed doors) HASC policy hearings tend to be overly broad and all-encompassing, on purpose. You can certainly extract valuable information from them regarding trends and high level foreign policy concepts (as those are strategically put forward in the hearing and on record by different legislators), but other than that...don't expect specifics.

So, you shouldn't really view that as a "threat". From a Real Politik basis, US is a super-power, and super powers work to keep and/or enhance their advantage against ALL other powers (allied, neutral or foe). The US DoD is obligated by the Constitution to uphold said national interest mandate, and devise a strategy against the abrupt (historically speaking) militarization and spreading of influence that China is pursuing which upsets the post-cold war status quo.

Morals have nothing to do with this. Just interests..;)

It is sour grapes. The West is a jealous granny. It acts like a b!tch and believes it has a God given patent on development and prosperity. Always bickering and looking for enemies. After colonizing, looting, raping and killing half the planet the hunger for more enmity hasn't quenched.

Guess what, the world has changed. Crying over spilt milk is pointless. The West and the US in particular will have to accept the new reality. Containment strategies won't work.

Even on Syria, the damage is not as heavy and prolonged as on Iraq in 2003 so far. Some people said the US (along with UK & France) military strike on Syria was weak and very limited in comparison. Assad is still standing and defiant. What happen to the US 2018 vs US 2003?

Btw..for anyone interested, the DoD publishes each year its de-classified report to Congress, as pertaining to the Military and Security developments involving the People's Republic of China. Most of the high level stuff (that are also used in committee hearings like the one in the opening post) are included inside, and you can also see the current US policy trends inside.

Section 1246, “Annual Report on Military and Security Developments Involving the People’s Republic of China,” of the National Defense Authorization Act for Fiscal Year 2010, Public Law 111-84, which amends the National Defense Authorization Act for Fiscal Year 2000, Section 1202, Public Law 10665, provides that the Secretary of Defense shall submit a report “in both classified and unclassified form, on military and security developments involving the People’s Republic of China. The report shall address the current and probable future course of military-technological development of the People’s Liberation Army and the tenets and probable development of Chinese security strategy and military strategy, and of the military organizations and operational concepts supporting such development over the next 20 years. The report shall also address United States-China engagement and cooperation on security matters during the period covered by the report, including through United States-China military-to-military contacts, and the United States strategy for such engagement and cooperation in the future.”
