North Korea is a nuclear power, only a fool will underestimate them.

No they aren't, both their nuclear tests were duds and the remaining nuclear material they have is maybe enough for 2 bombs, including the one they'd need to test to make sure it works, basically they f-ed themselves by not getting it right the first time.

This is to say nothing of the fact that they havn't figured out a viable delivery system in the first place.

No, any potential N Korean nuclear capability is irrelevant to a US-China conflict.
