Well India's signing to CTBT depends not on what Pakistan does, but if China ratifies what it has signed.

Officially our stance is that untill a fixed timeframe to reduce nuclear weapons binding on all nuclear states is not developed, all these CTBT and NPT remain useless.

“We propose that Pakistan consider five nuclear weapon-related initiatives,” said Stimson Center and Carnegie Endowment for International Relations (CEIP).

“One: shift declaratory policy from ‘full spectrum’ to ‘strategic’ deterrence.

Two: commit to a recessed deterrence posture and limit production of short-range delivery vehicles and tactical nuclear weapons,” the two think-tanks said.

“Three: Lift Pakistan’s veto on Fissile Material Cutoff Treaty negotiations and reduce or stop fissile material production,” they said.

“Four: Separate civilian and military nuclear facilities.

And finally: Sign the Comprehensive Test Ban Treaty without waiting for India,” they said.

It all depends on what is offered to Pakistan in return for these steps, and how can that be beneficial for Pakistan's national interests. Otherwise, why would Pakistan even consider them?

LOL These Americans are very funny.

Aren't these the same Americans that have agreed to work toward full civil nuclear cooperation with India?

NSG created after 1974 Pokhran test .Its aim was to clamp down Indias nuclear development .After 34 years when they signed nuclear deal we have been moved a lots more in nuke technology and advancement .
We have advanced Thorium technology ,AHWR and most modern Prototype Fast Breeder Reactor .We developed all this tech when we were in total isolation.In addition to that we have impeccable non proliferation record .We created our own tech without anyones favour but our own terrific effort.An unique case for US.They came here for a deal due to above reasons.
Pakistan cant fit in any of this picture.
That is why the US behaving like this
.US Govt will propose a deal like this .If you sign that you would sacrifice some of your interest .If you reject that US may pursue an alternative way to deal with your nuke.
