Let me understand things clearly.The current change in H1 rules say that the until September 2014, "The filing fee and fraud prevention and detection fee required to be submitted with an application for admission as a non-immigrant... shall be increased by [$2,250 or $2,000 depending on the profile of the company] for applicants that employ 50 or more employees in the U.S. if more than 50 per cent of the applicant's employees are non-immigrants."
Or does the law requires these companies to meet a necessary objective of minimum 50 percent local hiring??

I know for a fact that the local hiring rate of my company in US is pretty low at this moment.But we are trying to increase that.This again depends upon the clientele and the projects.

Actually employee rotating has been put on hold for a while. The offshore-onsite ration which was almost 70:30 previously is hardly 80:20 now. People are in long queue to get a view of the ripe land! Also less people are now settling in USA, even some non residents coming back.

Nope the law does not say minimum 50% should be local hiring..but if 50% is not local hiring(and the company has more than 50 people) they will pay the extra money for all new H1 filings.

Seems Infy reacting pretty strongly, they are taking up the issue to NASSCOM, which they really should considering their reputation both in India and abroad.

US should charge even more fees to indian companies. Not only that US should ban moving development, ops and other work al togather not only by private company but also state and federal govt. For that to happen US should form a commission whic can look into impact on indian preditory practice.

Indian companies will counter visa fee hike by US: Murthy

PUNE: Infosys founder N R Narayana Murthy has expressed confidence that Indian software companies will counter the pressure of the recent visa fee hike by the US government with greater competitiveness, using innovation as a tool to enhance productivity.
Stating that it was the right of the US government to determine its policy, Murthy said, "We must accept it and compete and succeed under the new dispensation. Innovation is an important tool to become stronger and enhance our revenue productivity."

Murthy's comments came at the felicitation of academician and researcher J G Krishnayya, founder of Systems Research Institute (SRI) here last night.

The new fees for H1B and L1 visas, effective from August 14, is expected to put an additional annual burden of USD 200 million on Indian software firms.

Murthy stressed the need to encourage research institutions to come out with solutions addressing problems of the large-scale systems in public life.

A Marathi translation of Murthy's book "A better India, a better world" rendered by Chitra Walimbe, was also released by noted journalist Arun Shourie at a function here.
