The reason is because US and GCC saw Iraqi central govt as not only Shia, but strongly allied/biased to Iran, so the removal of the Iraqi govt would have given the US a chance to "reset" Iraqi govt in its favor. Iran played a hard and deadly game with US for dominance in Iraq. US errors in earlier phase of the war helped Iran indirectly and unintentionally.

Main reason US hasnt attacked Iran is because the US realized via its planning/war gaming that a successful overwhelming/occupation/regime change attack on Iran is currently impossible. I believe Iran is a veery strong at absorbing pressure. US has given Iran its all and Iran still hasnt capitulated. WHile thats come at a huge cost, its very impressive.
