Even setting this target, let alone achieving it, requires a complete and radical shift in mindset and the economic team. We have had people who can be described as mediocre as best and the targets set are focused on increasing revenue by taxation. Its like they want to cut the same small pie further hoping to get more out of it instead of increasing the size of pie. The most talked about economic metric in Pakistan is how much tax the Gov will collect. Nobody seriously talks about increasing the industrial base, increasing capacity, increasing exports or even import substitution. Heck even curbing smuggling, which is rampant across all borders is given less than lip service.
