Would you like to elaborate and also backup your claim with some authentic reference? because I find it totally false and rather against the whole ethos of Islamic concept of charity and also governance.
Boss look at socialism and how its being implemented... bashar ul asad qaddaffi saddam hussain and stalin... you think thats very close to islam....
There is that favourite hadees where a person came to prophet (saw) and asked for charity... prophet asked what he possesed.. he had a blanket, prophet (saw) asked his companions if they can buy it... than from that money he bought him ab axe and asked him to cut wood and make a living for him self....
Zakat is reserved for social safety network... but islam encourages people to work not free hand outs
