Does Pakistan have ICBM'S and if not do they not take decades to produce?

The technology has been demonstrated in the form of long range missiles and more importantly the MIRV. In terms of actually possessing the ICBMs, that is anybody guess. On the basis on what Pakistan have shown towards its Missile tech, they should have by now build the ICBMs, but have they actually done so, that is debatable.

I am not a military expert or even a novice. Can you tell me what is the difference between long range missiles and ICBM's and also MIRV?
