KARACHI: Saudi Arabia joined Turkey and China in a move to block a US-led attempt this week to place Pakistan on an international terror-financing watch list, top US daily WSJ reported Thursday.

A US effort to reverse the decision on the motion was under way Wednesday at a meeting in Paris of the Financial Action Task Force (FATF), a secretive international body that monitors countries’ efforts to fight terror financing and money-laundering, officials involved in the process told the Wall Street Journal.

The report, quoting the officials said the US effort, which included pressure on the Saudis, raised the possibility of a fresh vote on action against Pakistan as soon as Thursday.

The Pakistanis were scrambling to shore up support, it added.

Citing inadequate steps to curb terror financing the US had tabled the motion seeking tougher actions against Islamabad. The bid came after the ties between the two war on terror allies hit rock bottom when President Donald Trump Pakistan of ‘lies and deciet’ in a New Year tweet. Later, the Trump administration withheld $2 billion in security aid until it sees much stronger action against militants.

Pakistan denies those accusations and says there are no terrorist sanctuaries within its territory. It believed that the move to put it on the ‘Grey List’ was provoked by India.

It was Saudi Arabia’s surprise backing that secured the necessary opposing votes to block the US motion, the newspaper said. Pakistan was supported by China and Turkey heading into the FATF working-group meeting earlier this week.

Pakistan lobbied FATF member countries to keep it off the watch list. But before this, Islamabad put a ban on the activities of Jamat-ud-Dawa and its affiliated charity Fallah-e-Insaniyat Foundation under a hastily issued presidential ordinance.

Foreign Minister Khawaja Asif on Wednesday thanked the friendly countries who helped in garnering support against the US move but didn’t mention who they were. “No consensus for nominating Pakistan,” he said on twitter, adding, “Grateful to friends who helped.”

Whether Saudi Arabia sticks by Pakistan now is key, with the issue likely to come before the full FATF membership at the plenary meeting.

“We’re anticipating that the final decision would be made on Thursday of this week,” said Heather Nauert, a US State Department spokeswoman, reiterating that Pakistan was among countries that aren’t doing enough “to crack down on terror financing, counterterrorism and the like.”

Pakistan announced to send troops to Saudia Arabia earlier this month, in what the officials claim ‘an advisory and training’ mission under an old agreement. Defence Minister Khurram Dastagir, however, denied any connection between Saudi’s FATF support and troop deployment.

He said that the Pakistani soldiers would be “spread quite widely around the kingdom” under an agreement with the Saudis dating back to the 1980s.

“The Saudis now have enhanced training needs,” Dastgir-Khan said. “Pakistan is acting to bolster the capacity of the Saudis.”

At the peak .... we had 75,000 troops in KSA alone..

Before this announcement... Pak had 1500 troops in KSA.

Iran isnt leasing the port.. indian firms are constructing Chabahar for Iran...

Not long back, Iran threatened to give the project to China because of lacklustre indian performance.

Then you arent even aware of rohani visit to india and his deals. If you have some little time watch the news or links related to chahbehar which already posted in defence thread. And by the way indians are not constructing port for iranians they are constructing port for thier own interests, But intention of both partners does not seem well to its neighbour.

Pakistan got a reprieve from the Financial Action Task Force (FATF), an intergovernmental organisation coordinating global efforts to combat money laundering and terror financing, which failed to reach a consensus on a proposal for "grey-listing" the country for its lack of adequate measures to squeeze flow of funds to terrorists. The FATF, which commenced its plenary in Paris last Sunday, deferred its decision on the proposal for three more months and asked for another report on the measures initiated by Pakistan government to make its legal regime and law-enforcing machinery more effective to curb flow of funds to terrorist outfits.

Sources in New Delhi told DH that China had played a key role in blocking consensus at the FATF plenary on the US-sponsored proposal for "grey-listing" Pakistan.

China has bailed out Pakistan in international forums in the past, particularly whenever its "all-weather friend" came under global pressure for either failing to deny sanctuaries and safe havens to terrorist leaders or not doing enough to stop flow of funds and weapons to terror networks.

Beijing in the past shielded several anti-India terrorist leaders based in Pakistan from United Nations' sanctions, including Jaish-e-Mohammed chief Masood Azhar, Hizbul Mujahideen chief Syed Salahuddin and Lashkar-e-Toiba commander Zaki-ur-Rehman Lakhvi.

When the US-sponsored proposal to grey-list Pakistan came up for discussion at the FATF, Islamabad's representatives led by the country's Prime Minister Shahid Khaqan Abbasi's financial advisor Miftah Ismail argued that it had promulgated an ordinance amending a section of the Anti-Terrorism Act (ATA). The amendment was intended to enable the authorities to act against the terrorists and terror organisations proscribed by the United Nations Security Council, including to empower the authorities to seal their offices and freeze their bank accounts, the representatives of Pakistan government pointed out.

China and Turkey also supported Pakistan.

India, the US and several other countries, however, maintained that whatever Pakistan had done recently was not enough to make its legal regime more effective to detect and stop flow of funds to terror networks.

Russia, too, purportedly argued that the FATF must take note of Pakistan's recent initiatives to strengthen its measures to detect and check flow of funds to terrorists.

Pakistan was on the FATF grey-list from 2009 to 2015.

New Delhi played a key role in bringing it to the notice of the FATF's International Cooperation Review Group (ICRG) last year that Pakistan had not yet done enough to implement the United Nations Security Council's 1267th resolution and to prevent the individuals and entities proscribed by the international organisation from receiving illicit fund. The FATF subsequently called upon Pakistan to report on the action being taken to curb terror financing, especially in respect of proscribed entities and individuals.

Deccan chronicle is a B grade newspaper. And even they themselves are using the word 'purportedly' meaning they can't confirm it themselves.
WSJ is far more reliable and they confirmed only three countries temporarily stalled the move- Turkey, Saudi, China.
