Yes they are. And boy is it badass..

There are barely any SCAR-16's left with the USSOCOM.The ones with the Rangers have now been returned.The Mk.17 is being issued though but not in large numbers.Tier 1 units like DEVGRU and ACE use the HK416 instead of the M4.

Because Indian policy is to develop strategic weapons frist which other cant provide by others and not available, like missiles, defence shelf etc. ,

Guns like small things are easily available in open market.
