There was no kit-form involved for now only the steel structure of the ship has been built, all the other things are still to be fitted into the ship, thus the ship will be ready by 2012 or 2013 and inducted in same year too.

I hope you have a good idea since you are good at naval affairs what's the difference between just a super structure and a complete ship.

Construction of steel structure is only complete, rest of the formalities are still to go, 2 years or so still to go before it is complete and ready for service.
