Kaptaan is a secularist. Hence he needs an European perspective to justify the Indo Pak hate. Since religion can't be the motivation, race is the next best thing. Hence he brings that in.

Most Pakistanis (even here) are more rooted to the ground and honestly accept that it boils down to a clash of two religious ideologies and not races.

Plus, I don't think Zia project failed. Look at their movies pre and post Zia, their music, their cultural programmes. Both of us WERE the same (except our religions). Now we are totally different countries. Similarities are very very few. Race is one of them.
